Statement of Work Summary: Asbestos Survey, Sampling, and Testing Services
This Statement of Work describes asbestos survey, sampling, testing, and air monitoring services required at Buckley Space Force Base in Colorado. The contractor must provide all management, supervision, labor, tools, equipment, parts, transportation, and supplies to conduct these services exclusively for protection of Air Force personnel performing maintenance on base buildings. The service explicitly excludes large-scale contract work where prime contractors supply their own Certified Asbestos Building Inspector (CABI), and applies only to Buckley Space Force Base. All work must comply with Colorado Regulation No. 8 Part B, Colorado Revised Statute 25-7-507, OSHA Asbestos Construction Standard (29 CFR 1926.1101), OSHA Asbestos General Standard (29 CFR 1910.1001), OSHA Respirator Requirements (29 CFR 1910.134), and EPA NESHAP (40 CFR Part 61, Subpart M).
Historical data indicates an average of 14 projects or call-outs annually over the 10-year period FY2016–FY2025, fluctuating between 10–18 call-outs depending on in-house Civil Engineering work and emergency utility repairs. Common triggers include HVAC repairs requiring ductwork or mastic removal, emergency utility repairs, soil evaluation for Regulated Asbestos Contaminated Soils (RACS), and minor floor tile and ceiling replacements. Anticipated projects for FY26–FY27 include interior office renovations, underground utility repairs, routine maintenance, and HVAC work. The CABI must be certified by Colorado Department of Public Health and Environment, hold at least 40 hours of RACS experience, and obtain pre-approval from the 460 CES/CEIE Toxics Program Manager. Performance objectives require completing routine sampling within 7 calendar days of call-out and submitting final analytical reporting within 10 calendar days (96% on-time performance); emergency responses must occur within 2 hours of notification with initial assessment within 24 hours. The contractor shall collect up to 20 samples per call-out, provide detailed written reports with field logs and photographs, conduct air monitoring during abatement operations with daily or weekly reporting, and maintain service records with arrival/departure times and personnel information submitted to Building 1005. The Government furnishes water, sewage, and electricity from existing sources and operates Monday–Friday, 7:30 AM–4:30 PM, excluding 11 federal holidays. Security requirements include employee listings, security training per DOD 5200.1-R and AFI 31-401, criminal background checks, base access credentials, traffic law compliance, and prohibitions on weapons and ammunition on base.

3. HISTORICAL DATA & ANTICIPATED PROJECTS (LAST 5-10 YEARS)
To provide the contractor with an accurate baseline for estimated workload, the following historical data and anticipated upcoming project requirements at Buckley Space Force Base are provided. Note: This data specifically excludes large-scale contract work where the prime contractor is required to supply their own CABI.
Metric Details
Historical Period Evaluated FY2016 – FY2025 (10-Year)
Average Projects Per Year (Excluding Contract
Work)
14 projects/call-outs annually. (Historically fluctuating between 10 to 18 call-outs per year depending on the volume of in-house CE work and emergency utility repairs).
Common Historical Triggers for CABI
In-house HVAC repairs requiring ductwork or mastic removal;
Emergency utilities repairs; Soil evaluation for Regulated Asbestos
Contaminated Soils (RACS); Minor floor tile and ceiling replacements conducted by base CE personnel.
Anticipated Upcoming Projects (FY26-FY27)
Interior office renovations involving the removal of drywall, floor tile, and mastic; Emergency and scheduled underground utility repairs for power and communication lines; Routine maintenance activities that will encompass minor plumbing and boiler room repairs; HVAC and communications work conducted above ceilings and within subfloors.
4. ASBESTOS SURVEY
The contractor shall provide equipment and personnel to conduct asbestos surveys. Project specific asbestos evaluations are conducted on an “on call” and as needed basis for remodeling, demolition and soil disturbance activities. Asbestos surveys were completed from 2004-2006 and determined that Asbestos containing materials are present in several buildings and soils at Buckley (see attached map). Asbestos surveys were limited to accessible areas and did not include hidden, unknown or newer areas. Due to the known and unknown presence of asbestos, Buckley requires an asbestos evaluation before conducting any work. Colorado regulates asbestos in buildings and soils focusing on preventing exposure and limiting spread of asbestos.
All surveys must be completed by a Certified Asbestos Building Inspector (CABI). The CABI must be certified by Colorado Department of Public Health and Environment and meet the requirements of 25-7-507, C.R.S. and Air Quality Control Commission Regulation No. 8, Part B.
In addition, the CABI must have at least 40 hours of experience with management of Regulated Asbestos Contaminated Soils (RACS). Certification and requirements must be reviewed by 460 CES/CEIE, Toxics Program Manager before conducting any work.
5. ASBESTOS TESTING

Areas for sampling include but not limited to surfacing materials, thermal system insulation, floor tile, construction adhesive, mastic for floor and ceilings, wallboard, sheetrock, suspect debris in soils and other miscellaneous material.
Samples shall be obtained by licensed and trained technicians by the State of Colorado.
The contractor will collect up to twenty (20) samples per call-out. The Contractor shall follow all OSHA, CDPHE, NESHAP, and EPA requirements pertaining to asbestos. Sampling shall be accomplished with little impact to the immediate area. Obtaining and collecting samples shall not create any airborne dust or hazards. If necessary, the contractor shall wet the area prior to collecting samples to prevent dust. Sampling shall be conducted on an “on call” basis. Calls will only be placed to the contractor from the Contracting Officer Representative (COR) from the 460 Civil Engineer Squadron, the Contract Administrator (CA) or the Contracting Officer (CO). The contractor shall respond to the site within 7 (seven) business days after initial notification for service.
