"This document contains BNL procurement requirements specifications for solicitation and technical evaluation.

The information is high-level and does not include the details necessary for "development" or ''production" as defined under 15CFR § 772.1, 22 CFR §120.33, or 10 CFR Part 810; therefore, it does not constitute export-controlled technology or technical data."

Project Objective

The Center for Functional Nanomaterials (CFN) will partner with the contract to build a low-temperature (LT) scanning probe microscope (SPM) using an existing cryostat. The LT-SPM will be integrated into the existing multiprobe ultra-high-vacuum (UHV) surface analysis system at CFN. Integration of the LT-SPM with the existing room-temperature to high-temperature STM (RT–HT STM) will extend STM operation over a temperature range from approximately 5 K to 500 K and will add new capabilities, including atomic force microscopy (AFM) and electrical transport measurements at ~5 K.

These enhancements will provide significant new capabilities for the user and scientific communities, particularly in quantum information science (QIS), nanoscience, two-dimensional functional materials research, and surface science. The project is designed to preserve all original functionalities and capabilities of the system that have demonstrated excellent performance, ensuring that none of these are compromised or sacrificed, and avoiding any prolonged system shutdown that would impact the user community.

Project Scope This SOW covers the following activities.

mailto:xtong@bnl.gov mailto:stein@bnl.gov

December 2025 Statement of Work 2

The contract supports the design and construction of a low-temperature scanning probe microscope (LT-SPM) and its integration into the existing multiprobe system without compromising or sacrificing any original system functionality. The LT-SPM will include a new SPM scanner, a sample stage with seven additional electrical contacts, a removable magnetic field assembly, required internal electronics, and all necessary wiring and cabling, while utilizing an existing cryostat previously purchased from the same Supplier for a prior LT-STM system. All SPM cabling will be compatible with the existing Scienta Omicron MATRIX SPM controller.

A UHV SPM chamber will be designed and built by the Supplier in close collaboration with CFN staff to ensure full compatibility with the existing multiprobe system, enabling smooth sample and SPM tip transfer between chambers and reliable SPM operation under UHV conditions.

The Supplier will install all new components within the cryostat at CFN, including internal electronics, wiring, and cabling, and will perform system performance and quality tests for both STM and AFM modes on an Au(111) or graphite crystal surface at room temperature.

Requirements:

• Design and fabrication of an SPM chamber, including a sample-transfer wobble stick and a sample-storage carousel, fully compatible with the existing multiprobe system to enable seamless transfer of samples and SPM tips/sensors between chambers and within the SPM chamber.

• Design and fabrication of SPM cables compatible with the Scienta Omicron MATRIX controller for operation of both the STM and qPlus AFM using this controller.

• The N₂ shield box will be returned to the supplier’s facilities for manufacturer-performed modification to ensure compatibility with the system.

• After CFN verification that the design meets system requirements, the custom SPM chamber and cables shall be fabricated at the Supplier’s facilities.

• Prior to the Supplier’s on-site services, CFN staff and the CFN Operation’s Group shall complete all necessary preparations, including relocation of the cable tray, installation of the crane boom, and removal of existing components as required.

• After delivery of the custom-designed chamber, the custom-designed chamber and the existing cryostat shall be installed into the multiprobe system by the CFN Operation’s Group

• After delivery of the SPM scanner, sample stage with seven additional electrical contacts, removable magnetic field assembly, SPM preamplifiers, modified N₂ shield box, and all required internal electronics and components, the Supplier shall install all of these components at CFN and fully wire them to the existing cryostat feedthrough to enable full operation of the STM and qPlus AFM.

• Smooth sample interchamber transfer among the SPM chamber, neighboring chambers, and inner SPM chambers will be tested by the Suppliers.

• The performance and quality of both the STM and AFM shall be tested on an Au(111) crystal or graphite surface using either the Supplier’s controller or the Scienta Omicron MATRIX controller to evaluate compliance with all documented technical specifications.

(PO), contract, subcontract, Request for Proposal (RFP), Request for Quotation (RFQ) or other written agreement with the Supplier (seller) in which the requirements of BSA are incorporated.

2.2 The term Buyer means BSA operating Brookhaven National

Laboratory, acting by and through its Procurement & Property Management Division (PPM) issuing the PO/contract.

2.3 The term Supplier (seller) means the legal entity, which is the contracting party, with the Buyer with respect to the procurement documentation.

2.4 The term article or item means a product and/or a service.

3.0 GENERAL REQUIREMENTS

Unless otherwise specified in the procurement documentation, the following General Requirements apply:

3.1 Supplier’s Quality System and Quality Requirements

The Supplier must have and maintain an effective quality system that will, as a minimum, comply with all of the requirements as designated by the following:

3.1.1 A quality system certified/registered to the ISO

9001 standard: (latest revision as of the date of issuing the procurement documentation).

NOTE: Clauses 3.2 through 3.22 apply to all POs and will be included collectively in other procurement documentation when required/specified.

3.2 Assessment by Buyer

The Supplier’s quality system is subject to assessments by the Buyer’s Representative(s) for conformance with the requirements of the PO. Supplier or Distributor must allow BSA representatives, BSA customers, and regulatory agencies right of entry into the Supplier’s facilities to determine and verify product, processes, records, personnel, material, procedures, and systems.

3.3 Change Approval

No change(s) are permitted to be made to any Buyer requirements, (e.g. part number, model number, etc.) without the prior written approval of the Buyer.

3.4 Responsibility for Subcontractors

It is the responsibility of the Supplier to impose applicable requirements from this document upon their subcontractors.

Additionally, the Buyer reserves the right to disapprove, in writing, any subcontractor. For nuclear facility requirements per NQA-1, the Supplier must incorporate NQA-1 requirements in sub-tier procurement documents.

* For more information refer to the following Department of Energy website: https://www.energy.gov/ehss/corporate-reporting-analysis/databases/suspectcounterfeit-and-defective-items

3.9 Electrostatic Discharge Control

Items that are susceptible/sensitive to electrostatic discharge (ESDS) must be handled and packaged to protect them from damage. Items and/or packages must be labeled to indicate the susceptibility to electrostatic discharge.

3.10 Electrical or Fire Protection Equipment, Material, and

Systems All electrical or fire protection equipment, material, and systems delivered to BNL must be certified, listed, or labeled by a Nationally Recognized Testing Laboratory (NRTL). The CE mark is NOT a recognized NRTL certification mark. (For a listing of OSHA-recognized NRTLs, refer to http://www.osha.gov/)

For electrical or fire protection equipment, material, and systems which no NRTL accepts, certifies, lists, labels, or otherwise determined to be safe, the Supplier must determine the equipment to be safe for its intended use. The determination must be made on the basis of test data.
