About this file
This is a Request for Information (RFI) issued by Brookhaven Science Associates, LLC (BSA), operator of Brookhaven National Laboratory under DOE Contract DE-SC0012704, for market research and acquisition planning purposes only. The RFI is not a solicitation and does not obligate BSA or DOE to issue a subsequent solicitation, make an award, or reimburse respondents for preparation costs.
BSA seeks information from qualified organizations with demonstrated capabilities in diamond film procurement, processing, surface treatment, and characterization to support Brookhaven National Laboratory's research project LDRD-26-055 titled "Development of Hybrid MCP-PMT with a Diamond Transmission Dynode." The anticipated work includes five primary tasks: (1) procurement of high-quality diamond film samples; (2) precision thickness reduction using laser processing and/or reactive ion etching (RIE); (3) negative electron affinity (NEA) surface treatment; (4) materials characterization including secondary electron yield (SEY) measurements; and (5) conditional surface doping and/or conductive coating of processed samples. Deliverables consist of two processed NEA-treated thin diamond samples and a technical summary report including SEY measurements. Work must be completed by September 2026. Respondents must submit an indication of interest and a brief Statement of Capabilities describing experience with diamond film processing, surface treatment, materials characterization, and NEA activation by 4:00 PM Eastern Time on Monday, July 6, 2026. Responses should be submitted electronically to csmith2@bnl.gov with subject line "BSA RFI-479547." This information is controlled under U.S. Department of Commerce Export Administration Regulations 15 CFR Parts 730-774 as EAR99 Technology.

Request for Information (RFI) No.: 479547 Title: Development of Hybrid MCP-PMT with a Diamond Transmission Dynode
Brookhaven Science Associates, LLC (BSA), operator of Brookhaven National Laboratory (BNL) under Contract DE-SC0012704 with the U.S. Department of Energy (DOE), is issuing this Request for Information (RFI) for market research and acquisition planning purposes only.
This RFI is not a Request for Proposal (RFP) or Request for Quotation (RFQ), does not constitute a solicitation, and does not obligate BSA or DOE to issue a solicitation, make an award, or reimburse respondents for any costs incurred in preparing a response.
BSA is seeking information from qualified organizations with demonstrated capabilities in the procurement, processing, surface treatment, and characterization of diamond film materials to support Brookhaven National Laboratory's research project LDRD-26-055.
The anticipated effort includes the procurement of high-quality diamond film samples; precision thickness reduction using laser processing and/or reactive ion etching (RIE); negative electron affinity (NEA) surface treatment; materials characterization, including secondary electron yield (SEY) measurements; and, if appropriate, surface doping and/or conductive coating of the processed samples. The attached DRAFT Statement of Work (SOW) describes the anticipated scope of work.
Respondents are requested to submit the following:
a) An indication of interest in performing the work described in the attached DRAFT SOW.
b) A brief Statement of Capabilities describing your organization's ability to perform the anticipated work outlined in the attached DRAFT SOW. Include relevant experience with diamond film processing, surface treatment, materials characterization, and demonstrated experience with Negative Electron Affinity (NEA) activation, particularly for diamond or similar materials.
Submittals must be received no later than 4:00 PM Eastern Time on Monday, July 6, 2026.
Late responses may not be considered.
Submission Instructions:
Responses shall be submitted electronically via email to:
 csmith2@bnl.gov Subject line: “BSA RFI-479547”
Questions regarding this RFI must be submitted in writing via email to the address above.
BSA appreciates your interest and participation.
Attachment (1) – DRAFT SOW
ATTACHMENT 1
DRAFT Statement of Work (SOW) Project Title: Development of hybrid MCP-PMT with a diamond transmission dynode Project: Brookhaven National Lab LDRD-26-055
1. Purpose The purpose of this Statement of Work (SOW) is to define the technical scope associated with the procurement, processing, modification, and characterization of diamond film samples in support of project LDRD-26-055 at Brookhaven National Laboratory. The work will evaluate diamond films as advanced functional materials for vacuum photodetector transmission dynodes and related high-performance applications.
2. Scope of Work Task 1 – Procurement of Diamond Film Samples Acquire high-quality diamond film samples from qualified sources.
Task 2 – Thickness Reduction Reduce sample thickness using laser processing and/or reactive ion etching (RIE).
Task 3 – Negative Electron Affinity Surface Treatment Treat one surface to create negative electron affinity (NEA).
Task 4 – Materials Characterization and Performance Testing Measure physical, electrical, and emission-related characteristics, including secondary electron yield (SEY).
Task 5 – Conditional Surface Doping and Conductive Coating Based on results, perform doping and/or electrically conductive coating on one or both surfaces.
3. Deliverables
1. Two (2) processed NEA-treated thin diamond samples
2. Technical summary report, including SEY measurements
4. Schedule Work will be performed during the remaining active period of project LDRD-26-055 (through September 2026).
5. Performance Standards All work shall be conducted using accepted laboratory safety practices, quality assurance procedures, and applicable institutional standards.
6. Place of Performance The work described in this Statement of Work will be carried out by an external vendor, utilizing their respective processing, surface science, and characterization facilities. The vendor will perform the specialized fabrication, treatment, and measurement activities required under this scope of work in coordination with Brookhaven National Laboratory.
7. Acceptance Criteria Work will be considered complete upon delivery of processed and characterized samples, submission of required technical data, and demonstration that project objectives have been addressed.
8. Export Control This information is controlled by the U.S. Department of Commerce Export Administration Regulations 15 CFR Parts 730-774 as EAR99 Technology.
