About this file
This is a Request for Information (RFI) document issued by Brookhaven National Laboratory (RFI No. 473609) seeking qualified organizations and individuals to support the National Nuclear Data Center's mission in nuclear data evaluation and reaction modeling. BNL is seeking expert contributions in nuclear data evaluation, reaction modeling, technical coordination, and workforce development to support the Evaluated Nuclear Data File (ENDF) library, which serves as a critical national and international resource for nuclear science, energy, security, and applied research.
The RFI solicits information regarding experience and capabilities in five primary areas: coordination and technical review of nuclear reaction evaluations submitted to ENDF by the Cross Section Evaluation Working Group (CSEWG) and international collaborators; performance of complete or partial nuclear data evaluations for ENDF inclusion; identification and resolution of significant issues within evaluated nuclear data libraries; maintenance and development of the EMPIRE nuclear reaction modeling code; and training and mentoring of nuclear data evaluators and reaction modelers. Respondents must address six information categories: technical experience in nuclear data evaluation and reaction modeling relevant to ENDF or comparable libraries; experience with nuclear reaction modeling codes, particularly EMPIRE and RIPL-3 libraries; participation in or leadership of U.S. or international nuclear data collaborations such as CSEWG, IAEA Coordinated Research Projects, or INDEN; personnel qualifications including highest degree and years of nuclear physics research experience; general availability for coordination meetings, reporting, and on-site collaboration at Brookhaven National Laboratory; and administrative eligibility confirmation including SAM.gov registration status, U.S. citizenship or organizational eligibility, and commercial service classification under FAR 2.101. Supporting documentation such as curriculum vitae, publication lists, and capability statements may be submitted with responses.

REQUEST FOR INFORMATION (RFI) DOCUMENT
RFI No.: 473609 Title: Nuclear Physicist – Nuclear Data Evaluation and Reaction Modeling Support
1. Background
The National Nuclear Data Center (NNDC) at Brookhaven National Laboratory coordinates, performs, and distributes evaluated nuclear reaction data for the Evaluated Nuclear Data File (ENDF) library. The ENDF library is a critical national and international resource supporting nuclear science, energy, security, and applied research.
Maintaining and advancing ENDF requires deep expertise in nuclear reaction theory, modeling, code development, and close coordination with U.S. and international collaborators.
Through this RFI, BNL seeks information from qualified organizations or individuals capable of supporting NNDC’s mission through expert contributions to nuclear data evaluation, reaction modeling, technical coordination, and workforce development.
2. Scope of Interest
Respondents are invited to describe their experience and capabilities in supporting work of similar scope and technical complexity to the activities outlined below.
2.1 Activities of Interest
Areas of interest may include, but are not limited to:
Coordination and technical review of nuclear reaction evaluations submitted to the ENDF library by the Cross Section Evaluation Working Group (CSEWG) and international collaborators
Performance of complete or partial nuclear data evaluations for inclusion in ENDF Identification, documentation, and resolution of significant issues within evaluated nuclear data libraries Maintenance and further development of the EMPIRE nuclear reaction modeling code Training and mentoring of nuclear data evaluators and reaction modelers to support long-term workforce continuity at BNL
3. Requested Information
Respondents are requested to provide concise responses describing relevant experience and capabilities.
Supporting documentation (e.g., CVs, publication lists, capability statements) may be included as attachments where appropriate.
A. Technical Experience and Expertise
Describe your experience with nuclear data evaluation and nuclear reaction modeling relevant to ENDF or comparable libraries, including evaluation types, primary technical areas, and experience resolving issues in evaluated data.
B. Nuclear Reaction Codes and Tools
Describe your experience with nuclear reaction modeling codes, particularly EMPIRE, and indicate your role (e.g., user, developer, maintainer, author); note experience with RIPL-3 or similar libraries, if applicable.
C. Collaboration, Coordination, and Leadership
Describe your experience participating in or leading U.S. or international nuclear data collaborations, such as CSEWG, IAEA Coordinated Research Projects (CRPs), INDEN, or comparable efforts, and your role(s), such as contributor, technical reviewer, or coordinator.
D. Personnel Qualifications and Workforce Development
Identify proposed key personnel and briefly state highest degree, approximate years of nuclear physics research experience, and any experience mentoring or training nuclear data evaluators or reaction modelers.
E. Availability and Engagement
Describe general availability for coordination meetings, periodic reporting, and occasional on-site collaboration at Brookhaven National Laboratory, if required.
F. Administrative and Eligibility Information
Provide confirmation of SAM.gov registration status, citizenship or organizational eligibility to work in U.S., and whether the proposed services are considered commercial under FAR 2.101.
