About this file

This specification sheet outlines breaching equipment requirements for the Illinois State Police Special Operations Command SWAT program. The procurement encompasses five distinct product categories: a breaching door and frame system constructed from heavy structural steel capable of withstanding manual, ballistic, mechanical, explosive, hydraulic, and vehicle-assisted breaching methods with true free-standing design and removable caster wheels; a manual entry ram weighing 35-40 pounds with a 4-inch by 4-inch strike face manufactured from solid hardened steel featuring ambidextrous design and accessory rail capability; a collapsible Halligan tool with drop-forged high-alloy steel head, collapsing to 15 inches maximum and extending to 22-24 inches, with aluminum handle and collet-style locking mechanism; a collapsible sledge hammer weighing maximum 9 pounds with chromium/molybdenum alloy steel head, aluminum handle, and dual or multi-point locking mechanism; and a vehicle-assisted breaching hook manufactured from heat-treated alloy steel with minimum 13,000-pound working load capacity, designed for defeating steel security doors and reinforced entries with compatibility for tow straps and recovery hardware.

The specification sheet provides detailed minimum and maximum requirements for dimensions, weight, construction materials, and functional capabilities for each product but does not specify quantities, pricing terms, response dates, due dates, site visits, bidder conferences, award dates, or contract terms. No information regarding set-asides, incumbent contractors, funding sources, or budget amounts is included in this document. The revised specification sheet is dated March 19, 2026.
