About this file

This document is a Determination for a Brand Name Specification issued by the Oregon Department of Corrections (DOC) Facilities Services. The DOC is requesting to purchase Dur-A-Flex epoxy floor and wall coverings for their Oregon State Penitentiary (OSP) facility. The OSP is a maximum-security prison that requires ongoing maintenance, and the DOC plans to utilize downtime during a water line replacement project to apply the epoxy coatings to the showers. The DOC has used Dur-A-Flex products extensively over the past 15 years and has found them to be the best option for their institutional settings due to the product's quality, durability, and ease of installation. The total estimated cost for this purchase is $17,000.

The DOC justifies the use of a Brand Name Specification based on the substantial cost savings realized from their staff being trained on the proper installation, which eliminates the need for outside contractor support, as well as the technical support provided by Dur-A-Flex. While Dur-A-Flex is not a sole source provider, the DOC has determined that its products far exceed the quality and performance of other epoxy products they have tried in the past. The DOC will utilize a three-quote procurement process to ensure competition for this product.
