About this file

This is a Determination & Findings (D&F) document authorizing a single-source acquisition for wire braiding machines by the U.S. Air Force 366th Contracting Squadron at Mountain Home Air Force Base.

The acquisition covers four specific wire braider models: Cobra 450 WC-24C-P1, Cobra WC-32-P1, Wardwell B10-24H, and Wardwell B10-32H. The contracting officer justified the single-source procurement under RFO 11.204(a)(2)(ii) (Brand Name) authority, determining that these particular machines are the only sources reasonably capable of meeting Air Force requirements. Technical Order 1-1A-14, NAVAIR 17-5-10, and Boeing PS17115.2 REV AF specify these machines as approved braiding equipment. The machines satisfy critical operational requirements including 32 and 24 carrier capability, metal and textile compatibility, overload detection, and low voltage stop motion safety features. The braiding materials are procurable through the USAF supply system. Additionally, these machines are already in use under existing USAF contracts, ensuring equipment commonality and avoiding costs and delays associated with training and setup for alternative equipment. The D&F was signed by Lucas Gross, SSgt, USAF, Contracting Officer, on September 24, 2026, with the contracting officer serving as the approval authority for this determination.

DETERMINATION & FINDINGS

Authority to Solicit from a Single Source (at or below the SAT)

1. Agency and Contracting Activity: 366 CONS/PKA

2. Nature and/or Description of the Action:

Cobra 450 WC-24C-P1 Cobra WC-32-P1, Wardwell B10-24H, and Wardwell B10-32H wire braiders

3. Citation to the Appropriate Regulation:

(Contracting Officer Instruction: Select the applicable authority for this acquisition)

RFO 8.401 and GSAR 538.7104-3(a) (FSS Orders): The circumstances of the acquisition deem only one source reasonably capable of providing the products, services, or solutions.

RFO 11.204(a)(2)(ii) (Brand Name): The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet the agency's needs or cannot be modified to meet the agency's minimum needs,.

RFO 12.102(a) (Commercial Products and Services): Only one source is available,.

RFO 13.101(b) (Noncommercial Products and Services): Only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization),.

4. Findings:

Technical Order 1-1A-14, NAVAIR 17-5-10, and Boeing PS17115.2 REV AF states the Wardwell B-10 as well as the Cobra harness series are the approved braiding machines for use. This was confirmed through the 366 MXG AFETS office and the F-15 Field Service Representative on Mountain Home AFB. These machines also satisfy the required 32 and 24 carrier capability, metal and textile compatibility, safety features (overload detection and low voltage stop motion with indicating system), and braiding material procurable through the USAF supply system. Furthermore, this system is already in use under existing USAF contracts, which ensures equipment commonality and eliminates the costs and delays associated with additional training and setup.

5. Determination: Based on the findings above, the proposed sole source or brand name action is justified under the applicable regulation.

6. Signatory Authority: (Contracting Officer Instruction: In accordance with DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51 for RFO 13.101(b) actions and GSAR 538.7104-3(a) for FSS orders, the Contracting Officer is the approval authority for these determinations).
