About this file
This is a Brand Name Justification document for federal contract M26-151 issued by the Department of the Air Force, Headquarters Air Force Sustainment Center (AFMC) at Tinker Air Force Base, Oklahoma, dated 08 June 2026.
The 76th Maintenance Support Group (MXSG) is requesting authorization to procure PdMAEye Electric Motor Testing components and accessories as a brand-name purchase. MXSG requires a predictive maintenance program to collect and analyze data for the OC-ALC's equipment portfolio. The PdMAEye system is a Commercial Off-the-Shelf (COTS) technology that provides permanently installed, 24/7 motor testing with real-time analysis of power quality, stator/rotor condition, and air gap while equipment operates. The government selected this specific brand based on its U.S.-based company status, dedicated 24/7 customer support, and on-premise infrastructure meeting AFSC IT requirements. Previous alternatives proved unsuccessful, including a $40,000 investment in an Empath system that experienced technical issues and poor customer support, and an experimental European-based system with no track record and a prohibitive $100,000 maintenance cost.
Market research conducted in June 2026 utilized the Small Business Administration's Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases, searching NAICS code 334515 and Product Service Code 6625. An RFI was emailed to 351 vendors, yielding four Rough Order of Magnitude responses, all from capable small businesses. A concurrent GSA eBuy RFI #1814184 issued to 38 vendors resulted in zero responses. Based on adequate competition among capable small businesses and delivery timeline requirements, the acquisition will proceed as a Small Business Set-Aside. The contracting officer, Jacob A. Canizalez (OC-ALC/OBCA), determined that circumstances require the specific PdMAEye brand name in accordance with RFO FAR 12.102(a).

DEPARTMENT OF THE AIR FORCE

08 June 2026
TO: AFSC/PZIM
FROM: OC-ALC/OBCA for 76 MXSG
SUBJECT: Brand Name Justification for M26-151 ET PdMAEye Electric Motor Testing
1. The 76th Maintenance Support Group (MXSG) is requesting utilization of funds for the brand-name purchase of PdMAEye Electric Motor Testing components and accessories.
2. MXSG requires a predictive maintenance program to collect and analyze data for the OC-ALC's equipment portfolio. The PdMAEYE system is a Commercial Off-the-Shelf (COTS) technology that meets this need with a permanently installed, 24/7 motor testing system that provides real-time analysis of power quality, stator/rotor condition, and air gap while equipment is running. This specific brand is required as it is a U.S.-based company offering dedicated 24/7 support and meets AFSC IT requirements with its on-premise infrastructure, . Previous attempts to use other systems have proven unsuccessful; a prior $40,000 investment in a different system (Empath) was unsatisfactory due to technical issues and a lack of customer support. Another considered alternative was an experimental, European-based system with no track record and a prohibitive starting maintenance cost of $100,000. The purchase of the PdMAEYE system is in the government's best interest to save time and money, , .
3. Therefore, it is requested that the PdMAEYE Brand Name equipment is procured to meet all the requirements of the program office . This is the only known brand that can satisfy the Government’s requirement, based on the technical needs, IT compliance, support availability, and the failure of previously evaluated alternatives.
4. Market research was conducted in June 2026 utilizing the Small Business Administration (SBA) Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases. The search parameters utilized North American Industry Classification System (NAICS) code 334515 and Product Service Code (PSC) 6625 to identify vendors capable of providing ET PdMAEye Electric Motor Testing equipment.
A comprehensive review of small business socioeconomic categories—including 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB)—was conducted. Using SBA data, a Request for Information (RFI) was emailed to 351 vendors, yielding four (4) Rough Order of Magnitude (ROM) responses. All four responding vendors were confirmed as capable small businesses. Concurrently, GSA eBuy RFI #1814184 was issued to 38 vendors, resulting in zero (0) ROMs.
Based on the market research results, which demonstrated adequate competition among capable small businesses, and the delivery timeline required for this commodity, it is in the best interest of the Government to proceed with this acquisition as a Small Business Set-Aside acquisition.
