About this file
This document is a Single Source Justification (Simplified Acquisition) for the purchase and installation of a new Vault Alarm Intrusion Detection System (IDS) at Davis-Monthan Air Force Base. The Air Force is seeking a contractor to provide labor, transportation, materials, and equipment to install, program, and test a Honeywell-Vindicator V3 Integrated Access Control system for the weapons vault. This procurement is a total small business set-aside under NAICS code 561621 with a $25M size standard. A site visit is scheduled for September 13, 2024, and all quotes must be submitted by September 19, 2024. The Government has determined that Honeywell-Vindicator is the only approved manufacturer for this system due to compatibility requirements, and that only authorized resellers/installers may bid. To preclude future single-source awards, the Air Force would need to acquire a new, less restrictive IDS system and ensure more small businesses obtain the necessary certifications.

Single Source Justification (Simplified Acquisition)
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 355 CONS
Project/Program Name: Bldg 4859 Vault Alarm IDS
Purchase Request / Local ID Number:
Estimated Contract Cost (including Options):
The contractor shall provide all labor, transportation, materials, and equipment to install, program and test Honeywell-Vindicator V3 Integrated Access Control components allowing electronic card access for Intrusion Detection System (IDS). The 355 LRS requesting the purchase of Vault Alarm / IDS to remove the old weapons vault alarm system and installation of new weapons vault alarm system.
US Air Force IDS equipment is restricted to the purchase utilizing the CUI Non-Nuclear CMD Equipment List and also restricted to compatibility with Honeywell-Vindicator Technologies proprietary technology, which is utilized at DMAFB.
Additionally, in accordance with the performance requirements in the PWS, the contractor is required to be a certified installer of Honeywell- Vindicator products. This means that only a limited number of contractors that are certified, may repair/install the system.
In accordance with FAR Part 8.002, a review of all mandatory and preferred sources was accomplished. These queries did not result in any confirmed sources that could satisfy this requirement. Once an manufacturer has produced an exclusive list of authorized resellers/repairers, competition is necessarily limited to those authorized vendors the USAF has deemed acceptable.
Honeywell- Vindicator was contacted and determined to be manufacturer, but not the sole distributor of the items.
Consequently, there is reason to believe adequate competition exists within the market and a solicitation should be issued with a Brand Name J&A.
In order to preclude future Brand Name Awards, DMAFB would have to acquire a new, less restrictive IDS and Badge Management and Enrollment System. It would also be conducive if more small businesses had the proper certifications to work on the system to help achieve small business goals. The 355th Contracting Squadron can provide input for future requirements by advising buyers of less restrictive options and being included in the planning stages of the acquisition process.
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
