BRAND NAME SPECIFICATION

OK-276 Cable Drive Unit (CDU) Hydraulic Motor

1300966245

DESCRIPTION OF REQUIREMENT:

The Naval Undersea Warfare Center, Division Newport, Code 15 Towed Array Handling Equipment Facility (TAHEF) is the Naval Sea Systems Command (NAVSEA) certified Designated Overhaul Point for the OK-276 Series Reelable Towed Array Handling System (RTAHS). The OK-276 Series RTAHS is used to deploy and retrieve the TB-16 and TB-34 Towed Arrays on all active U.S. Navy Submarines. The OK-276 Cable Drive Unit (CDU) and CDU Hydraulic Motor provide positive control of the TB-16 and TB-34 tow cable during transfer operations. The Kawasaki HMB030P21PL566 Hydraulic Motor is a component of the CDU and is a mandatory replacement part during CDU overhauls performed at the TAHEF. The TAHEF requires the Kawasaki Hydraulic Motor, as listed in the table below, in order to perform upcoming scheduled CDU overhauls.

The anticipated total dollar value of this contract is $ .

MFR Part No Description Qty HMB030P21PL566 Kawasaki HYD Motor 10

BRAND NAME SPECIFICATION:

The Kawasaki HMB030P21PL566 Hydraulic Motor is an approved source of supply for the towed array CDU and is a mandatory replacement part during CDU overhauls performed at the TAHEF. The identification, qualification and acceptance of another motor or source of supply would require repeating extensive environmental testing, life cycle testing and Grade A Shock testing at the platform level. The estimated time for another motor to be tested and qualified is 24 to 36 months with an estimated cost of $750K; these estimates are based on the technical judgment and awareness of the effort required to qualify the current configuration. Based on the current and known future requirements for this product, these duplicative costs and the negative effect of schedule delays cannot be offset by potential savings from competition.

RESELLERS:

Kawasaki Precision Machinery has authorized distributors. The authorized distributors that are able to ship to Rhode Island are HydroAir Hughes (CAGE 5PBE1) and Advanced Fluid Systems, Inc. (CAGE 5NGH2).

Requiring Department:

Based on the above, I recommend this acquisition be conducted on a Brand Name Specification basis. I certify the technical data which form the basis of this justification are complete and accurate.
