The following pertains to the acquisition of a SMARTRACK equipment tracking system at for the 321st Special Tactics Squadron (321 STS) based at RAF Mildenhall, United Kingdom. This is a brand name justification IAW 13.501. A firm-fixed price purchase order is being contemplated for this acquisition. Funding is available for this effort under PR .

This will be a new order for a Smartrack equipment tracking system that utilizes a Radio Frequency Identification (RFID) system that eliminates human transcription errors as well as provides equipment custodians real- time tracking information by identifying all personnel who signed for equipment as well as the specific time that piece of equipment was signed out. Additionally, Smartrack increases equipment accountability by generating Common Access Card (CAC) signed Air Force (AF) Form 1297 hand receipts and inventory reports that are automatically stored electronically. Furthermore, detailed maintenance status reports are generated for all equipment in order to enhance decision-making capabilities for mission planning. The installation of the Smartrack will replace the removed EPAS equipment tracking system. It will provide accountability for over $20M of COMSEC, CA/ CRL, and other equipment/inventory in four workcenters. It will also provide a routine maintenance tracker as well as keep historical records on all equipment. The system will also meet the requirement for the 720th Operations Support Squadron (720 OSS) to be able to view the inventory of the 321 STS and pull a report at any given time. The contractor must provide all personnel, equipment, tools, materials, supervision, transportation, safety, equipment, any other items and services necessary to install the Smartrack system. To include all hardware and software, scanners, cabling, and RFID sensors. They will input the current 321 STS equipment into the software and train the workcenters on its capabilities.

The Smartrack digital asset tracking system will provide the following unique capabilities:

Ability to link up with existing AFSOC Smartrack network; all AFSOC ST units utilize the Smart Track system besides the 321 STS. The utilization of this system would provide the capability of synchronization with all other ST units granting maximum accountability for $20+ million in assets.

Equipment frequently travels between ST units and this system allows for more accurate tracking as equipment moves through AFSOCCompatible RFID tag sizes; they are varying sizes of high-dollar equipment, some that require an RFID tag smaller than an inch. Smart Track is the only system that provides varying sizes of RFID tags, including the smaller tags, that meet mission needs.

All-in-one squadron tracker; the Smartrack system is suitable for use by all of our sections that have equipment requiring tracking (e.g. Armory, Radio, Supply). Since the expiration of EPAS on 31 December 2020 among all AFSOC units. SMARTRACK increases equipment accountability by generating CAC signed AF Form 1297 hand receipts and inventory reports that are automatically stored into a folder for historical reference detailed maintenance status reports are generated for all equipment in order to provide 321 STS leadership with accurate equipment statuses ultimately increasing decision-making capabilities for mission planning.

An RFQ was posted on GSA E-BUY from 11 May 2021 to 11 June 2021. No quotes were received in response to the solicitation. However Synnex Corporation (GS-35F-0563U) reached out to the 48 CONS point of contact stating that while they did not have the products available on their GSA schedule, their Multi-Award Schedule contract (47QTCA19D00MM) could serve as a potential solution that "might have some of the products". This prompted an email sent on 8 June 2021 to the point of contact specified for that schedule, however no response was received. On 18 June 2021 an email was received from the president of Williams Software Associates (WSA). Mr. Williams put forth NASA SEWP as another possible solution, and in response a Request for Information (RFI:

199257) was posted on NASA SEWP from 25 June 2021 to 6 July 2021. The RFI was distributed to 35 contract holders in group A, the group comprised mostly of both small and large businesses OEM/ manufacturers; no responses were received.

The Contracting Officer expects competition from multiple distributors of the SMARTRACK product.

Therefore, price fair and reasonableness shall be determined IAW FAR 13.106-3(a)(1).

Extensive searches on the Internet found that the Smartrack RFID system is primarily manufactured by Williams Software Associates. A search on Sam.gov, revealed three opportunities including:

-Notice ID Benning 75RRMCO0001 posted 21 April 2021 as a Brand Name requirement for Smartrack Digital Arms Room.

-Notice ID F1Y6AA0350AW01 posted on 19 February 2021 as a Brand Name requirement for MSOS Warehouse Tracking System.

-Notice ID FA2823-20-Q-3002 posted 30 July 2020 as a Brand Name requirement for Smartrack Equipment

A search of the Federal Procurement Data System revealed the following two contract awards within the last 4 years for Smartrack Equipment:

-Contract FA527017P0116 was awarded by 18 CONS (Kadena AFB) to Williams Software Associates Corp on 20 September 2017 for $247,500.00. Only one quote was received, in response to the solicitation.

-Contract W9124720P0137 was awarded by The Department of the Army to Williams Software Associates Corp. on 14 September 2020 for $25,000.00. This contract was awarded as a Sole Source.

No other facts can be found.

Williams Software Associates has provided a list of authorized resellers of their product. Among them are Synnex Corporation Cage Code:82RP9, Safety & Security International CAGE: 6HNS6, & Sterling Computers Cage Code:06AP0.

The agency will continue to conduct market research to assess any changes in the industry. To include continual monitoring of the marketplace for additional vendors that may fulfill the requirement.
