Summary: Sole Source Justification for Fujifilm Endoscopic Equipment
This document is a Sole Source Justification under Simplified Procedures for a brand name only commercial items acquisition by the Department of Veterans Affairs, Network Contracting Office 21, for the Palo Alto VA Medical Center. The procurement requires Fujifilm endoscopic video scopes including a slim colonoscope (EC-860P-V/L, Part #16947248, Qty 1), dual channel gastroscope/sigmoidoscope (EI-740D/S, Part #16677073, Qty 2), and high-definition double balloon enteroscope (EN-840T, Part #16831798, Qty 2), along with 365 days of services and special handling/FOB destination shipping. The estimated procurement value is not disclosed in the document.
The justification is based on the "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" authority under 41 U.S.C. § 1901 and FAR 12.102(b). The Palo Alto VA Medical Center requires these Fujifilm devices for high-resolution gastrointestinal imaging due to their compatibility with existing Fujifilm ELUXEO 8000 and ELUXEO 7000 imaging systems and the Summit Imaging Platform, with no alternative videoscopes offering comparable integration without substantial duplicate investment. Market research across SAM.gov, Supply Chain Master Catalog, VA Adds Up, and GSA Advantage identified no prior awards for the required part numbers. Vendor outreach confirmed Fujifilm has one authorized distributor, SDVOSB L1 Enterprises Incorporated. Although the rule of two has not been met, the Non-Manufacturer Rule prohibits an SDVOSB sole source award given the large business manufacturer status. Consequently, this requirement will be competed unrestricted for size on the open market as a brand name only requirement, with competitive pricing expected and fair and reasonable price determination to be made through competition. The effective date is December 30, 2025, Revision 02.

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the
Acquisition Requires the Use of the Authority Cited Above (applicability of authority): This is a Brand Name Only requirement. The Palo Alto VA Medical Center (VAMC) has a requirement for Fujifilm endoscopic video scopes as this equipment will be essential for high-resolution imaging of the gastrointestinal tract to assist in diagnosing and treating various gastrointestinal conditions, including colonoscopy, upper endoscopy/sigmoidoscopy, and deep small bowel examination via double balloon enteroscopy. In addition to meeting specific salient characteristics and technical capabilities, the Fujifilm devices are required due to compatibility with existing Fujifilm ELUXEO 8000 and ELUXEO 7000 endoscopic imaging systems and accessories as well as compatibility with Summit Imaging Platform for image management and report generation. No other videoscopes offer the necessary compatibility to integrate with existing hardware and software without extensive duplication of spend to prior investments made by the Government.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Efforts were made to identify authorized distributors through outreach to the Original Equipment Manufacturer.
The Non-Manufacturer Rule prohibits a sole source award to a Service Disabled Veteran Owned Small Business (SDOVSB) in this instance and allows for competition unrestricted for size.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: Competitive pricing is expected and a fair and reasonable price determination shall be made through competition.
8. Description of the Market Research Conducted and the Results, or a
Statement of the Reasons Market Research Was Not Conducted: This is a brand name only requirement. Searches were conducted across SAM.gov, Supply Chain Master Catalog, VA Adds Up and GSA Advantage to identify previous awards or available contracts for the necessary devices. No prior awards for the necessary part numbers could be located across any of these sources. A market research outreach to the vendor with response on 6/30/2026 confirmed that no other video scopes would be compatible with existing equipment and that Fujifilm has one authorized distributor, SDVOSB L1 Enterprises Incorporated. Given only one large business and one small business are known capable of meeting this requirement, Effective Date: 12/30/2025 Page 3 of 3 Revision: 02 Acquisition ID#:
the rule of two has not been met. NMR would prohibit an SDVOSB sole source or set-aside given the manufacturer is a large business. No existing contracts offer the necessary items at this time. This shall be competed, unrestricted for size, on the open market as a brand name only requirement.
