About this file

This justification document supports a brand name sole source procurement by the Telemedicine Advanced Technology Research Center (TATRC) for a Laerdal Medical Corporation SimMan 3G full-body adult patient simulator. TATRC requires the SimMan 3G to standardize consumable supplies and maintenance parts with other Laerdal simulators used in its simulation lab and the Army's Medical Simulation Training Centers. The SimMan 3G will allow TATRC to conduct research on simulation-based training using the same equipment as the Centers. Offerors must submit quotes by September 8, 2020 to Roberto Gonzalez for the simulator priced in accordance with commercial terms. The Department of the Army Medical Command will award an order without discussions to the responsible source providing the best value.

3. Description of Services or Supplies The Laerdal Medical Corporation SimMan 3G is a full-body, adult patient simulator with advanced capability to teach critical clinical skills. It allows users to train in the actual environments in which they will be working- such as in a hospital, ambulance, and in a military combat environment. The SimMan

3G is completely wireless, self-contained, rugged and reliable, and help achieve the optimal training environment with the most realistic outcome possible.

4. Authority

FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reasons for Authority Cited

A critical part of TATRC's core mission is executed in its TATRC Human Performance Simulation Lab.

The Sim lab includes a fixed facility building (Bldg #1078, Ft. Detrick, MD) and several Alaska Shelter tents ("tension fabric buildings") to represent deployable operations. This infrastructure supports telemedicine and medical simulation research, assessments, and demonstrations. The Sim Lab houses an array of medical diagnostic and training equipment, i.e., physiological monitors, NATO litters, Laerdal manikins (patient simulators) used during training exercises conducted by the Operational Telemedicine (OpTMed) laboratory.

The Defense Health Agency has directed that simulation-based training be implemented throughout the Military Health System, and a Joint Program Management Office for Medical Modeling & Simulation has been created, managed by the Program Executive Office Simulation Training and Instrumentation. In support, TATRC is expanding its research mission to include a Research Development and Analysis Laboratory (ROAL), with advanced capability to conduct research and analyses of "Training Aids Devices Simulations and Simulators," and to analyze the effectiveness of simulation-based training and processes for both Roles 1 & 2 combat casualty care (CCC) and "fixed facility" medical care.

To ensure effective and efficient operation, it is CRITICAL that the Laerdal SimMan 3G manikin system be purchased. This will ensure interoperability with the other Laerdal manikins already in use by TATRC's Sim Lab. This will standardize consumable supplies and maintenance parts, and it will provide a single source for technical repair and maintenance.

Further, since we are conducting research and analysis of simulators and simulation- based training to support Role 1 & 2 CCC, it is CRITICAL that we use the same manikins that are in use at the Army's Medical Simulation Training Centers (MSTCs) around the world to support 68W Combat Medic sustainment training for Roles 1 & 2. There are approximately two dozen MSTCs in operation around the world.

6. Publicizing Contract Actions For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to the $ threshold, apply and will be followed, or do not apply due to an exception at 5.202.

7. Market Research

Market Research was completed in July – August 2020 timeframe by

Laerdal Medical Corporation is the only company that provides a product that (1) meets the required Minimum Essential Characteristics (MEC) and (2) is compatible with both the Laerdal manikins already in use at TATRC's Sim Lab as well as the Army's Medical Simulation Training Centers (MSTC) around the world. Results of web searches on adult patient manikins indicate that several manikin manufacturers meet some of the MECs but that only Laerdal meets all of the MECs.

The team from the TATRC simulation lab are extremely involved with the Society for Simulation in Healthcare. TATRC has explored all options that would be potentially available, and worked with the Society to identify possible sources, as well as web searches. Laderal has provided documentation that they are the sole manufacture of this product. No other vendors provide this product. As no other product is available that can meet the Government's requirement, only Laerdal Medical Corporation or one of its authorized distributors will be considered for award. The contracting team has identified 2 authorized distributors of Laerdal equipment: Beacon Point Associates, LLC and BMK Ventures, Inc.

8. Other Facts A Brand Name restricted solicitation as required by FAR 5.201 will be published on Beta.sam for fifteen

(15) days and any proposals received will be considered.

9. Technical Certification I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.
