About this file
This document is a Sole Source (Including Brand Name) Justification for a federal contract issued by the 81st Contacting Squadron at Keesler AFB, MS. The procurement is for 4 Spectrum Guard Elite Systems (Part #P11A), 4 Spectrum Operations Modules (Part #P11B), 4 Directional antenna kits (Part #A1ZA), 4 Rugged antenna kits (Part #A1Z), and 12 Transport Cases, with an expected order value of $872,000.00. The acquisition is specifically for the 6KQA1 Unit Type Code Spectrum Awareness and Resolution Team (SART), which requires this specific brand to ensure consistent performance, interoperability, and standardized training across operational theaters.
The justification indicates the contract will be a new firm fixed price Purchase Order solicited on SAM.gov, using DAFFARS 5313.501 authority. Market research was conducted by searching the Internet, EDA, and SAM.gov, which revealed the manufacturer is a large business with authorized resellers and two small business vendors previously awarded contracts for the same system. The Contacting Officer anticipates receiving at least two competitive quotes and will use FAR 13.106-3(a)(2) to determine price fairness if competitive quotes are not received. The procurement is marked as "Controlled Unclassified Information" and involves funding between $750K and $15M.

The Spectrum Guard Elite (SGE) rugged portable radio frequency detection and monitoring system is mandatory requirement for the 6KQA1 Unit Type Code (UTC) Spectrum Awareness and Resolution Team (SART). This brand name is specified on the authorized Logistics Detail. The 6KQA1 SART is designed to operate as a standardized unit across various operational theaters. Equipping all SARTs with the SGE ensures consistent performance, interoperability, and seamless integration within larger spectrum management frameworks. All members of the 6KQA1 SART undergo a standardized training program specifically tailored to the operation and maintenance of the SGE system. This dedicated training investment represents a significant resource expenditure aimed at maximizing operator proficiency and ensuring optimal system performance. Procuring any other system would render existing training ineffective and leave the SART without the necessary equipment, impacting operational readiness and potentially jeopardizing mission success.
