About this file

This document is a detailed technical specification for the Spectrum Guard Elite SART System, requiring procurement of 4 complete systems with multiple components. The primary system (Part #s P11A, P11B, RM1F) is a sophisticated spectrum analysis and monitoring platform with extensive technical capabilities, including a 1kHz-26.5GHz frequency response, ruggedized chassis, GPS jamming detection, real-time signal analysis, wireless/ethernet control, and advanced network/protocol detection features spanning 802.11, Bluetooth, and Zigbee protocols.

The procurement includes two specialized antenna kits (Part #s A1ZA and A1Z) covering frequency ranges from 5 kHz to 26 GHz, featuring multiple antenna types such as hand-held log periodic dipole, magnetic field, wire wheel, and MIL club antennas. Additionally, the specification requires 12 total customized rollable cases (3 per system) to house the Spectrum Guard Elite system, directional antenna kit, and rugged antenna kit, ensuring comprehensive protection and transportability of the equipment. The system is designed for static, vehicle, and mobile operations, with capabilities for unattended remote monitoring and extensive signal analysis.

1. Spectrum Guard Elite System (Part # P11A), Spectrum Operations Module (Part # P11B), and

Resource Manager Software Upgrade (Part # RM1F).

a. 1kHz-26.5GHz Frequency Response

b. Ruggedized and environmentally protected chassis – can be tossed around and not broken, while withstanding weather – doesn’t need additional weather proofing

c. IF (Intermediate frequency) signal record and output capability

d. Usable in static, vehicle, or mobile ops

e. Portable and lightweight - fits in a rucksack and can work while walking

f. Supports operation using MIL batteries, shore power, and vehicle power

g. Hardened GPS solution with jamming and spoofing detection and mitigation capabilities

h. User-Definable Sweep Parameters – not a fixed tune receiver – allows user defined specific frequency sweep specifications

i. Discrete Frequency Scans with Individual Channel Settings – user defined

j. Wireless or Ethernet Control – capable of connecting to the internet via wireless (ex: cell hotspot) or ethernet hardline

k. Automated and Remote Functions - System can run unattended and controlled (settings can be changed) from anywhere via internet connection and computer controller located anywhere (Edge Processing)

l. Zoom Displays for Better Analysis and Signal Measurements – ability to zoom in on any area of the displayed frequency span without resetting preset values and able to zoom back out to preset configuration

m. Dynamically Adjustable Threshold Sensitivity – automatically adjusts threshold when high powered signals encountered

n. Signals of Interest Displayed via User-Defined Limits – the ability to create a list of signals that cross a predefined signal amplitude threshold - a consolidated exceedance list

o. Sweep the RF Spectrum with User-Defined Frequency Parameters

p. User defined spectrum list – ability to import user defined frequency list (ex: Spectrum 21 frequency listing)

q. Real-Time signal analysis and capture bandwidth up to 75 MHz

r. Maximum speed up to 240 GHz/sec

s. RF signal IQ collection and identification - complex signal analysis and RF signal identification

t. Classification of common digital and analog signals.

u. Multiple visual representations of the RF spectrum - 2D display, waterfall display, band occupancy

v. Automatic audio recording

w. RF signal video recording and recreation (NTSC/PAL)

x. Post-Collection data analysis tools – post processing - after data is collected onsite analysis can be performed at a later time

y. Outside readable color display

z. Network user identification

aa. 802.11 protocol detection (A, B, G, N, and AC)

bb. 802.11 MAC address display

cc. SSID detection

dd. Able to discern hardware manufacturer of detected network devices

ee. Packet identification and analysis

ff. PCAP (packet capture) capture and streaming ability

gg. Authorized device vs. unauthorized device list

hh. Bluetooth protocol detection and MAC (Media Access Control) address display capability

hh. Zigbee Protocol Detection (700, 800,900 MHz and 2.4GHz) and NODE Address Display

ii. Additional portable handheld RF detection finding & monitoring system - 10 kHz to 12 GHz

(with antennas and cables)

2. Directional antenna kit, 250 MHz – 26 GHz (Part # A1ZA)
