Section C: Justification for Soliciting from a Single Source

This is a brand name justification for new Ski-Doo units in order to support the 109th Operations Group missions in Greenland and Antarctica. The reasons for specifying this particular make and models are as follows: These sleds include electric start and an alternative option of starting which is pull start for those super cold days which a battery that is dead is useless. Other manufacturers like Polaris only provide an electric start option in comparable sleds. Arctic Cat/ Yamaha combined manufactures and dropped the utility line, they dont offer a comparable model, which leaves Skidoo as an only option to fulfill our mission needs. Additionally, the SE 600 models offer heated grips, lockable utility boxes, rear cargo rack/tow hitch which allows the capability of the sled to also be used as a groomer. Past experience was also a consideration in that the 109th is familiar with this brand of snowmobiles with over 20 years of experience which allows us to service them in house which in turn saves money on maintenance. The features and reliability of these snowmobiles are key influential reasons of why we chose these particular units.

Section D: Efforts to Obtain Competition

Due to the risks involved with operations in severe arctic environments, the 109th conducted market research to determine what capabilities different manufacturers of snowmobiles were able to offer while also taking into consideration the ability of our personnel to perform field maintenance on whichever unit was selected. Based on our research and the information presented in Section C, above, the 109th the Ski Doo models identified offer the best value to the government for our particular application. A full and open solicitation will be posted to beta.sam.gov in order to maximize practicable competition.

Section E: Steps to Preclude Future Single Source Awards Since this is a brand name only requirement, competition is naturally limited to distributors of Ski-Doo snowmobiles. With that said, future brand name requests will be evaluated based on their individual merits to determine whether a brand name vs. full and open requirement is truly in the best interest of the Government.
