About this file

This document is a Brand Name Justification for Simplified Acquisition Procedures (SAP) from the Department of Veterans Affairs for the Rocky Mountain Regional VA Medical Center. The procurement involves two Site Rite 9 Ultrasounds with two MER Stands for Nursing Services, with a total quantity of 2 units for each line item. The justification highlights unique technological requirements, specifically the Sherlock 3CG+ integration capability, which is critical for PICC line placement and patient care workflow.

Market research was conducted on DSBS, GSA, NASA SEWP, and FPDS, revealing two vendors: Beckton, Dickinson & CO and Veterans Healthcare Supply Solutions. A Sources Sought notice was posted on June 02, 2025, which received one vendor response. The procurement requires a nonavailability waiver because the Site Rite 9 Ultrasound is manufactured in China and not compliant with the Buy American Act. The document is dated for implementation on 11/15/2024, with the Contracting Officer's approval dated 9/3/25, and covers an acquisition under the Simplified Acquisition Threshold (SAT) of $250,000.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Rocky Mountain Regional VA Medical Center needs to replace the existing Site

Rite 8 Ultrasounds that are nearing end of life and no longer eligible for maintenance.

Site Rite 9 Ultrasound has the ability to integrate with Sherlock 3CG+ technology. This is the only ultrasound on the market with this technology. The Sherlock 3CG+ technology cannot be replace. The disposables/Peripherally Inserted Central Catheter (PICC) lines are all 3CG+ compatible. Not using 3CG+ technology would mean a change in policy and procedures throughout the hospital. Inpatients will need to get radiology orders which will delay patient care. Radiology orders means unnecessary exposure to X-ray. This exposure carries both short term and potential long-term risks due radiation.

This technology allows the bedside vascular nurses to confirm the correct placement of the PICC line. Without proper knowledge of the insertions, Veterans will have to be exposed to unnecessary radiation for confirmation of PICC placements. This can also delay their care. This has real time needle and catheter tip tracking, automated vessel assessment and measurement, and enhanced quality imaging.

4. Description of market research conducted and results or statement why it was not conducted:

Market Research was conducted by the Contracting Specialist (CS) on DSBS, GSA, NASA SEWP and FPDS. FPDS search resulted in two (2) vendors: Beckton, Dickinson & CO (BD, Manufacuturer, Large) and Veterans Healthcare Supply Solutions (VHSS, SDVOSB). A Sources Sought was posted on June 02, 2025 by the CS with one (1) vendor response from BHPE (SDVOSB). No other equivalent or alternative technology was discovered by the Contracting Officer that could provide the same level of care that this upgrade can provide for the Veteran. The Sources Sought notice requested "Equivalent" technology, but no responses were received. The CS contacted BD on June 20, 2025. Kyle Paciencia, BD’s Government Senior Contract Consultant, responded on July 07, 2025 with VHSS as authorized distributor. It was also confirmed that the Site Rite 9 Ultrasound is manufactured in China. An email confirmation was uploaded in the eCMS briefcase. This procurement will require a nonavailability waiver due to the item not being compliant with the Buy American Act.
