About this file

This is a Brand Name Justification document using Simplified Acquisition Procedures (SAP) for a federal contract action not exceeding the simplified acquisition threshold.

The National Oceanic and Atmospheric Administration (NOAA), through its Acquisition and Grants Office (AGO) Satellite and Information Acquisition Division (SIAD), seeks preventive maintenance and repair services for four existing Caterpillar® C-32 1000 kW (60 Hz) diesel generators located at the Wallops Command and Data Acquisition Station (WCDAS). The estimated cost is $44,078.61 over a 12-month base period plus four 12-month option periods, totaling 60 months. The work must be performed by an authorized Caterpillar Electric Power Generation (EPG) Dealer with personnel holding current Caterpillar factory certifications specializing in emergency power generation systems. The justification establishes that only Caterpillar® brand service is reasonably available because these generators are mission-critical national security assets providing uninterrupted backup power to weather data systems at WCDAS. The selected contractor must confirm that all assigned personnel and mechanics hold current Caterpillar certifications; possess qualifications to work on the proprietary Caterpillar computerized control system; provide personnel with necessary training to meet Statement of Work requirements; perform all maintenance and repairs using Caterpillar-trained and OEM-certified technicians specializing in emergency power generation systems; and utilize only genuine Caterpillar® parts and CAT® Electronic Technician diagnostic software to maintain system integrity and ensure compliance with Caterpillar engineering specifications.

(AUTHORITY: RFO 12.102(a)

1. Agency and contracting activity Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Satellite and Information Acquisition Division (SIAD) in support of the NOAA National Environmental Satellite Data and Information Service (NESDIS) and Headquarters Field Delegate, Office of Satellite Products and Operations (OSPO), and Wallops Command and Data Acquisition Station (WCDAS).

2. Description of supplies or services required to meet agency needs (including the estimated value) The WCDAS has four (4) Caterpillar® C-32 1000 kW (60 Hz) diesel generators which require yearly preventive maintenance in accordance with the manufacturer’s specifications by an authorized Caterpillar Electric Power Generation (EPG) Dealer that will confirm that all assigned personnel and mechanics hold current Caterpillar factory certifications specializing in emergency power generation (EPG) systems for the inspection, routine maintenance, emergency repair, and testing of Caterpillar emergency generators and power generation using original equipment manufacturer (OEM) parts and materials. The four generators are a critical part of the WCDAS’s power systems and must be able to provide power to the station during commercial power outages as well as catastrophic weather events. This work must be performed by a Caterpillar® trained service provider. The routine preventive maintenance and non-routine maintenance and repairs are estimated to cost $44,078.61 over a 12-month base period and four 12-month options for a total of 60-months.
