STATEMENT OF WORK
Yearly Preventive Maintenance and Repairs, as needed, for Four (4) Cat® C32 1000 kW (60 Hz) Diesel Generators
Introduction/Background:
The National Oceanic and Atmospheric Administration (NOAA), Office of Satellite and Product Operations (OSPO) is an organizational component of the National Environmental Satellite, Data, and Information Service (NESDIS). The OSPO has operational responsibility for the Satellite Operations Control Center (SOCC) at Suitland, MD and the Command and Data Acquisition Stations (CDAS) at Wallops, VA and Fairbanks, AK to command and control the satellites, to track the satellites, and to acquire their data. The OSPO also manages and directs the operation of the central ground facilities which ingest, process, and distribute environmental satellite data and derived products, to domestic and foreign users.
Objective:
The Wallops Command and Data Acquisition Station (WCDAS), located at 35663 Chincoteague Road, Wallops Island, VA, has four (4) Cat® C32 1000 kW (60 Hz) Diesel Generators (four generators) which require yearly preventive maintenance. The four EXISTING generators must be maintained in accordance with the manufacturer’s specifications by an authorized Caterpillar Electric Power Generation (EPG) Dealer that will:
• confirm that all assigned personnel and mechanics hold current Caterpillar factory certifications specializing in emergency power generation (EPG) systems for the inspection, routine maintenance, emergency repair, and testing of Caterpillar emergency generators and power generation equipment
• use original equipment manufacturer (OEM) parts and materials
The existing generators are a critical part of WCDAS’s power systems and must provide power to the station during commercial power outages, as well as during and after catastrophic weather events. Therefore, proper preventive maintenance services and repairs, as needed, to existing generators are considered mission-critical to the Government’s operations
Scope:
The contractor shall provide all parts, labor, and laboratory analysis costs for performing both the Minor and Major Preventive Maintenance (PM) In accordance with Caterpillar Operation and Maintenance Manual (OMM) guidelines, EGSA recommendations, and NFPA 110 compliance practices for Emergency Power Generation (EPG), standard emergency generator maintenance protocols utilize an alternating annual cycle consisting of a Minor PM annual, alternating with a Major PM, to ensure maximum system reliability and regulatory compliance. for the four EXISTING generators listed below. Any work related to the tasks described herein shall be coordinated with the WCDAS Facility Supervisor and any deviation shall be made with the concurrence of both the contractor and the Government’s Contracting Officer's Representative (COR) who is also the WCDAS Facility Supervisor.
