About this file

This is a Single Source Justification for a federal acquisition under the Department of Veterans Affairs Simplified Acquisition Procedures for purchases over the Micro-Purchase Threshold but not exceeding the Simplified Acquisition Threshold.

The VA Tucson Healthcare System Engineering Service is procuring eight new Club Car Carryall electric carts: six fully equipped Club Car Carryall 700 models, one Club Car Villager 8-passenger Electric DC model, and one Club Car Villager 6-passenger HP Electric model. The current carts have reached their anticipated life expectancy and are experiencing persistent mechanical issues causing frequent work stoppages and operational delays. The justification for single-source procurement centers on compatibility with existing equipment and operations. The facility's Engineering and Maintenance team is fully trained on Club Car Carryall units, maintains an extensive inventory of compatible repair parts and components, and can perform emergency repairs without delay. Introducing a different manufacturer would require new training programs, technical certifications, specialized tools, and render the existing parts inventory incompatible, resulting in increased procurement costs, operating downtime, and reduced ability to respond to breakdowns. The carts are integrated into the facility's workflow and relied upon by multiple service lines for transporting medical equipment and personnel in support of clinical and maintenance operations.

Market research included searches of the SBA's Small Business Search database identifying 249 SDVOSBs and VOSBs, plus 195 other small business concerns. A sources sought notice (36C26226Q0970) was posted on SAM.gov from June 12-23, 2026, with two SDVOSBs expressing interest and confirming capability to provide Club Car Carryall electric utility carts. GSA Advantage searches identified two small business Federal Supply Schedule holders, and a GSA eBuy sources sought notice (RFI1817620) posted June 12-23, 2026 under Multiple Award Schedule 336991 (Wheels and Track Vehicles) with 42 small businesses and 4 SDVOSBs resulted in two small business responses. A recent comparable delivery order awarded by NCO 8 for C.W. Bill Young VA Medical Center was competed as a Small Business set-aside among FSS holders. The Contracting Officer for NCO 22 certified the purchase approval in accordance with FAR 13.106-1(b).

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

Brand Name Justification

Acquisition Plan Action ID: 36C262-26-AP-7020

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office

22 (NCO 22) located at 4811 Airport Plaza, Suite 600, Long Beach, CA 90815 in support of VISN 22, VA Tucson Healthcare System located at 3601 South 6th Avenue, Tucson, AZ 85723 under Purchase Request .

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The VA Tucson Healthcare System Engineering Service has a procurement request of brand new eight (8) Club Car Carryall Electric Carts:

six (6) fully equipped Club Car Carryall 700, one (1) Club Car Villager 8 passengers Electric DC, and one (1) Club Car Villager 6 passengers HP Electric. Current carts have reached their anticipated life expectancy and are experiencing persistent mechanical issues, resulting in frequent work stoppages and delays in completing routine and special project tasks to support facility operations. The estimated cost is

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The VA Tucson Healthcare system has an established operational need for Club Car Carryall electric carts, which are currently used throughout the facility for hauling, transporting, and retrieving various medical equipment and personnel in support of daily clinical and maintenance operations. These carts are integrated into the facility’s workflow and are relied upon by multiple service lines. The Engineering and Maintenance team is already fully trained and qualified to perform preventive maintenance and repairs specifically on Club Car Carryall units. The facility maintains an extensive inventory of compatible repair parts, consumable, and components, allowing the team to conduct immediate troubleshooting and emergency repairs without delay.

Introducing a different manufacturer’s cart would require new training program, technical certification, and specialized tools. It would also render the existing parts inventory incompatible, resulting in increased procurement costs, operating downtime, and reduced ability to respond quickly to breakdowns. The lack of interchangeability between other brands and the current fleet would negatively affect continuity of operations and slow the transport of medical equipment and personnel, which directly supports patient care. Therefore, compatibility with existing equipment, availability of stocked spare parts, avoidance of additional training and

4. Description of market research conducted and results or statement why it was not conducted: Small Business Administration (SBA)’s Small Business Search (SBS) identified 249 SDVOSBs and VOSBs, and 195 other small business concerns who could potentially compete for this requirement.
