“System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include 52.222-25, Affirmative Action Compliance, and paragraph (d) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Contracting officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.”
In advancement of Section 2 of Executive Order 14208, the removal of requirements related to Executive Order 14057 eliminates all non-statutory sustainability requirements or preferences in purchases of food service wares, including paper straws. In addition to removing requirements related to Executive Order 14057, the attachment also reflects recent updates to Code of Federal Regulation citations for the U.S. Department of Agriculture’s BioPreferred® Program, a statutory purchasing preference program.

B.2 STATEMENT OF WORK
Background: Within the Engineering Section at the Southern Arizona VA Medical Center (SAVAHCS), there are currently five Club Car vehicles—EE89059, EE74345, EE74346, EE74348, and EE74349—assigned to EIL132, EIL133, and EIL138 accounts. These vehicles have reached their anticipated life expectancy and are experiencing persistent mechanical issues, resulting in frequent work stoppages and delays in completing routine and special project tasks to support facility operations. Furthermore, the recent expansion of facility responsibilities has necessitated the acquisition of two additional Club Car vehicles to meet increased operational demands.
In response to these challenges, the Engineering Service Chief has requested replacement of the existing vehicles to restore functionality and ensure continued, efficient support of the facility’s needs.
Scope: The procurement of these carts will support the Engineering Department—Special Projects Division—in enhancing operational efficiency across the facility. The additional carts will alleviate dependency on shared Club carts, thereby reducing waiting times and enabling Engineering staff to more effectively haul, transport, and retrieve equipment, tools, and personnel for various special projects and routine assignments.
This request has received approval from the Chief of Engineering Service and is targeted at purchase in FY26. Upon delivery, all carts will be inventoried and tagged by the Logistics Equipment Section, with ongoing management by the Engineering Department. Because the facility currently utilizes this model of Club Car electric vehicles, acquiring additional similar carts will promote parts interoperability, minimize the need for excess parts inventory, and streamline future maintenance and repair work orders through the SAVAHCS mechanic shop.
Deliverables:
This is a brand name only requirement. Refer to section B.3 PRICE/COST SCHEDULE for all requested accessories:
(6) Six fully equipped Club Car Carryall 700

Performance Monitoring Upon arrival at the Southern AZ VA Medical facility, these three vehicles will have an incoming inspection by the mechanic shop, followed by being placed on a preventative maintenance schedule.
Packaging, Packing and Shipping Instructions.
Packaging to include all user guides and manufacturer cleaning instructions. Delivery will be at ground level upon arrival at SAVAHCS.
Inspection and Acceptance Criteria.
Equipment must be new and in good working order. Inspection of vehicle by mechanic shop and Engineering POC: Anneth Gabriella Reino and Guzman Jr., Rodolfo (Rudy). Vehicle will be accepted once all fluids, operation of all features and functions are confirmed to be in working order.

In the event of termination for cause, the Government shall not be liable to the Contractor for any amount for supplies or services not accepted, and the Contractor shall be liable to the Government for any and all rights and remedies provided by law.
