2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This requirement is for one (1) NuTrace Laser unit (NUX20) and up to 32 hours of Laser Start Up Training.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This specific device are required in order to create necessary markings for Unique Device Identification for long term-traceability for sterile processing and operating room inventories. The NuTrace system includes proprietary workflow software to facilitate rapid setup of serial number, batch, and barcode marking. The system includes an enclosed metal cabinet with protective plexiglass and laser glass, manual Z-axis focus adjustment, fume extraction provisions, and a built-in Windows-based tablet with NuTrace CAD templates. The laser includes Class 1/4 CFR enclosed laser with a small footprint designed for tight sterile processing department spaces and long instruments (e.g., robotic arms) without side- 700 µm, ensuring UDI codes and unique identifiers meet government traceability standards. The NUX-20NG will replace existing, end of life models (NUX-20). The NUX-20NG by NuTrace is the only device known to meet all salient characteristics and functions required by this procurement. Use of any other device would require reviews and changes to sterile processing workflows while the NUX-20NG would seamlessly integrate.
4. Description of market research conducted and results or statement why it was not conducted: Searches were conducted across the Supply Chain Master Catalog (SCMC) and GSA Advantage yielding no results for the equipment

SCMC yielded results for service contracts on NuTrace products but no existing contracts could be located for the order of equipment. SAM.gov was searched for prior awards for NuTrace and determined multiple awards across VA locations nationwide have occurred in the last 18 months with each award to SDVOSB Martin AIJS, LLC. Awards older than 18 months located service only awards with Promedical Inc. Upon review of SAM.gov, Promedical Inc. lists a Division Name and web address for NuTrace The most recent competitive requirement for NuTrace products awarded to another vendor appears to be SDVOSB Anthem Surgical Instrument Services under 36C24123P0901, awarded in July of 2023.
A market research outreach to Original Equipment Manufacturer (OEM) NuTrace received a response on 5/4/2026 confirming that in addition to Martin AIJS, LLC, SDVOSB Anthem Surgical Instrument Services and small business National Advanced Endoscopy are registered distributors/resellers of the necessary equipment. NuTrace also confirmed Country of Origin as United States of America and that the OEM does not sell directly to the Government.
Given the necessary product required is manufactured by a small business, NMR and LOS allow for an SDVOSB set-aside where two or more SDVOSBs are known capable. This requirement shall be set-aside for small business on the open market and solicited with a brand name only justification as no other product is acceptable.
5. Contracting Officer's Certification: Purchase is approved in accordance with RFO
