About this file
This is a Single Source Justification document for a simplified acquisition by the 766 Enterprise Sourcing Squadron for the 647 SFS Armory.
The acquisition seeks the delivery and installation of weapon storage racks and shelving systems at JBPHH Building 1001 armory. Specifically, the requirement includes one additional adjustable row of six shelves for storing twenty-one M240s, thirty M249s, ten M110s, and one stand-alone rack holding four M2s. The weapons racks must meet specific dimensional and security requirements per DoDM-5100.76_AFMAN 31-101_Volume 2, with five racks measuring 89 1/2" high x 42 3/8" long x 16 5/8" wide featuring lockable doors. Three racks must accommodate seven M240s each, two racks must hold twelve M249s each, and six racks must hold four M110s and six M249s. The mobile shelf component must measure 10'7 1/8" long and 33 1/4" wide and integrate with existing rolling tracks requiring 33 1/4" extension. The stand-alone rack must measure 61 3/8" high x 42 3/8" long x 16 5/8" wide, hold four M2s, and feature lockable doors.
The contracting officer determined that only SpaceSaver Storage Systems Inc products are reasonably available as a single source due to the armory's space constraints and the current system's incompatibility with alternative vendors. Market research confirmed no other weapon storage racks can integrate seamlessly with the existing SpaceSaver system without major restructuring or replacement. The document notes that SpaceSaver has authorized distributors enabling competition through brand-name solicitation. The determination was made per FAR 13.106-1(b)(1) by SSgt Dominick Dockery.
