Market research was conducted across the Supply Chain Master Catalog (SCMC), GSA Advantage, and SAM.gov, confirming no alternative products meet the facility's requirements. Searches revealed multiple prior awards to SDVOSB Martin AIJS, LLC over the past 18 months, with even competed cases receiving only one quote response from that vendor. An OEM outreach to NuTrace confirmed three registered distributors/resellers capable of providing the equipment: Martin AIJS, LLC; SDVOSB Anthem Surgical Instrument Services; and National Advanced Endoscopy. The requirement will be set-aside for small business on the open market under SDVOSB criteria, as two or more SDVOSBs are known capable. The procurement is approved in accordance with RFO 12.102(a), with the Contracting Officer certifying the justification as accurate and complete.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This requirement is for one (1) NuTrace Laser unit (NUX20), 11 NuTrace R+ Scanners and up to 32 hours of Laser Start Up Training.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This is a Brand Name Only requirement. These specific devices are required in order to create necessary markings for coordination with the CensiTrac instrument tracking system that is already in use across the facility. While additional products are known compatible with CensiTrac, including the CensiMark system by the same equipment manufacturer, only the NuTrace is known to read .010x.010mm in 0.5 seconds. The camera on NuTrace scanner has LED lighting technology and also has a larger sapphire glass window for easier and faster decoding. No other instrument tracking system is known to offer equal salient characteristics and CensiTrac compatibility.

Description of market research conducted and results or statement why it was not conducted: Searches were conducted across the Supply Chain Master Catalog (SCMC) and GSA Advantage yielding no results for the equipment necessary. SCMC yielded results for service contracts on NuTrace products but no existing contracts could be located for the order of equipment. SAM.gov was searched for prior awards for NuTrace and determined multiple awards across VA locations nationwide have occurred in the last 18 months with each award to SDVOSB Martin AIJS, LLC. Details on previous awards were reviewed and determined that even cases located which were competed received one quote response, only from Martin AIJS, LLC. Awards older than 18 months located service only awards with Promedical Inc. Upon review of SAM.gov, Promedical Inc. lists a

Division Name and web address for NuTrace The most recent competitive requirement for NuTrace products awarded to another vendor appears to be SDVOSB Anthem Surgical Instrument Services under 36C24123P0901, awarded in July of 2023.

A market research outreach to Original Equipment Manufacturer (OEM) NuTrace received a response on 5/4/2026 confirming that in addition to Martin AIJS, LLC, SDVOSB Anthem Surgical Instrument Services and small business National Advanced Endoscopy are registered distributors/resellers of the necessary equipment. NuTrace also confirmed Country of Origin as United States of America and that the OEM does not sell directly to the Government.

Given the necessary product required is manufactured by a small business, NMR and LOS allow for an SDVOSB set-aside where two or more SDVOSBs are known capable. This requirement shall be set-aside for small business on the open market and solicited with a brand name only justification as no other product is acceptable.
