BRAND NAME JUSTIFICATION
1. Contracting Agency and Activity. The Department of the Interior, United States Geological Survey South Atlantic Water Science Center (SAWSC).
2. Nature of Action Being Approved. A new award for a one year with four option years to provide 1 Gbps bi-directional Ethernet by AT&T.
3. Description of Supplies or Services. SAWSC, located in Norcross GA. requires a 1 Gbps bi-directional Ethernet Business Class Internet Service, that includes provision of five (5) static IP addresses, network switch, testing to ensure speeds meet the 1 Gbps specification, Installation of fiber to the demarcation point, with extension to the USGS IT room if necessary and 24x7x365 dedicated enterprise support tailored for federal government operations.

These resellers typically operate under a master agent model, which serves as an intermediary between AT&T and smaller businesses. Master agents manage critical functions such as contract administration, pricing support, and back-office operations, enabling small businesses to sell AT&T services without having to meet the carrier’s direct partnership requirements. This structure simplifies the process for local resellers by leveraging the master agent’s resources and established carrier relationships, allowing them to offer enterprise-grade connectivity solutions to their customers.
9. Actions to Overcome Barriers to Competition. Future requirements will undergo market research for same/similar items. At such time when other sources become available, will compete the procurement of these services to the maximum extent practical.
