About this file

This document is a Brand Name Justification (Simplified Acquisition) for the procurement of two Prusa XL 5-Toolhead 3D Printers by the Air Force Research, Development, Test, and Evaluation Command (AFSC/OL:H/PZIOA) located at Hill Air Force Base in Utah. The requested items include the 3D printer with an enclosure kit, two different E3D Diamond Back Nextruder Nozzles (0.40mm and 0.60mm), and a translucent red flexible filament. The justification highlights the Prusa XL's advantages, including offline operation, filament compatibility, future expandability, user-friendly design, and ability to enhance production capabilities for various applications including airframes, ground support equipment, and medical tools.

The document indicates the procurement is part of the AFREP 3D Printers project, with MatterHackers identified as a potential small business source. The contracting officer, Odalys Molina, signed the justification on 22-Jul-2025, determining that the circumstances of the contract action warrant a brand name justification. The procurement aims to improve additive manufacturing capabilities, increase production rates, reduce material waste, and enable multi-material design and production, with the goal of preventing continued slow production and prototyping rates.

SAF/AQCP Template | 1 May 2014 Page 1 of 2

Section A: General Contract Information

Contracting Activity: AFSC/OL:H/PZIOA 6038 Aspen Ave Bldg. 1289 NE Wing Hill AFB UT 84056-5825

Purchase Request/ Identification Number:

Project/Program Name: AFREP 3D Printers Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

The procurement of two Prusa XL 3D printers with the specified accessories is essential for enhancing additive manufacturing capabilities, improving production efficiency, and enabling the creation of advanced components. The benefits of acquiring these printers outweigh the costs and will contribute significantly to meeting current and future production demands.

Requested Items:

- Prusa XL 5-Toolhead 3D Printer (Semi-Assembled) - Enclosure Kit Bundle

- E3D Diamond Back Nextruder Nozzle - 0.40mm

- E3D Diamond Back Nextruder Nozzle - 0.60mm

- Translucent Red MH Build Series TPU Flexible Filament - 1.75mm (1kg)

Section C: Justification for Soliciting a Brand Name

The Prusa XL printer offers several key advantages for enhancing additive manufacturing capabilities, particularly for large-format production using industrial and aerospace-grade materials in both local and distributed environments:

- Offline Operation and Filament Compatibility: The Prusa XL operates offline, eliminating the need for a constant internet connection and mitigating IT/network interference. It is compatible with a wide range of filament types, removing the reliance on proprietary, NFC-tagged spools and specialized slicing software often required by other manufacturers.

- Future Expandability and Versatility: The Prusa XL is designed for future expansion, with planned options for entry-level CNC milling, laser engraving, and compatibility with other tool heads as they become available.

- User-Friendly Design and Support: Prusa printers are known for their ease of assembly, troubleshooting, and maintenance.

Replacement parts are readily available, and the user-friendly design eliminates the need for outsourcing maintenance services or incurring additional setup fees. This ease of use contributes to Prusa's consistently high reviews and recommendations.

- Enhanced Production and Reduced Waste: Acquiring the Prusa XL will increase production rates, reduce material waste, and enable multi-material design and production, capabilities currently limited by existing equipment.

- Broad Applicability: While initially supporting the , the Prusa XL's versatility allows for the creation of components applicable to other airframes, ground support equipment, medical applications, and general tools.

- Rapid Prototyping and Iterative Design: Despite limited formal regulations beyond basic inspection (TO 34A-3-1), the Prusa XL's iterative design capabilities allow for rapid prototyping and refinement to meet specific end-user requirements.

Failure to procure these printers will result in the continuation of slow production and prototyping rates. Furthermore, the inability to design and produce multi-material items will hinder innovation and limit the potential for creating advanced components.

Section D: Efforts to Obtain Competition

MatterHackers was identified as a potential small business source. Despite this, the Government remains committed to small business participation and will continue to conduct market research to identify any other qualified small businesses for future 3D printer needs.
