About this file

This document is a Simplified Acquisition Procedures (SAP) Determination Memorandum for Limited Sources Acquisitions under $250,000, specifically for Nikon Cameras for the United States Air Force (USAF) Public Affairs. The acquisition is for Mass Communications Specialist X6 Deployment Kits for Fiscal Year 2024, with a justification for a brand name purchase based on Air Force equipment standardization and Air National Guard (ANG) adoption for current and deployed taskings.

The Contracting Officer conducted market research and determined the requirement can be met by a small business through SAM.gov. The document indicates no additional actions are needed to remove barriers to competition, as higher headquarters has determined standardizing this equipment item is in the best interest of the government. The memorandum is authorized under FAR 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold, with the contracting officer certifying the justification as accurate and complete.

MEMORANDUM FOR ALL PUBLIC AFFAIRS PERSONNEL

FROM: SAF/PA, Command Information Division

SUBJECT: Brand Name Justification for Nikon Photographic Camera Systems

1. The myriad of roles and requirements placed on Air Force public affairs Airmen to accomplish deployed and non-deployed photographic documentation missions are diverse, ever changing, and always demanding. To guarantee mission success, the Air Force will standardize equipment systems whenever possible.

2. Standardization allows Air Force public affairs personnel to efficiently and effectively react to many different circumstances and situations through familiarization with the operation of the equipment. This standardization starts with training, and the Department of Defense chooses the Nikon camera system for the technical school attended by all military public affairs and visual information students. That training is continued at the Air Force unit-level as Airmen complete upgrade training requirements to increase proficiency. Additionally, as Airmen transfer duty locations, the equipment remains constant, eliminating the need for retraining. With the complexity of camera systems, it is imperative that the Air Force maintain brand name consistency to ensure the investment in training is used in the most effective and efficient manner.

3. The Air Force has invested several millions of dollars in Nikon camera bodies and lenses over the past

44 years. As camera bodies are upgraded and improved by the manufacturer, the lenses remain consistently reliable and operational because Nikon continues to produce mount adapters for legacy lenses. Changing manufacturers would result in the need to replace the entire inventory of Nikon lenses because they will not mount on another manufacturer's camera body. Remaining with Nikon allows the

Air Force to capitalize the long-term investment by allowing full continued use of optical lenses, saving millions of dollars.

4. The Nikon brand has a proven track record for robust reliability and the latest in image technology.

There are no documented instances of mission failure because of the equipment brand name.

4. I certify that the information contained in this justification is accurate and complete. Please contact me by phone at DSN 227-3330, Commercial 703-697-3330, or by email at lawrence.j.cox.civ@mail.mil.
