About this file

This document is a Name Brand Justification form for a Simplified Acquisition Procedure (SAP) issued by the Department of Veterans Affairs, VISN 4, at the Philadelphia VA Medical Center. The procurement is for a Siemens BM Head/Neck 20 Coil specifically designed for a Siemens 3T Magnetic Resonance Imaging (MRI) machine, used to assist with head and neck patient imaging. Market research was conducted through multiple channels including FPDS, GSA Advantage, VA SCMC, VA AddsUp, and a sources sought notice on SAM.gov, which collectively yielded limited vendor options and confirmed the need for a brand-specific component.

The acquisition is valued under the Simplified Acquisition Threshold (SAT) of $250,000, with the justification centered on equipment compatibility. The Philadelphia VAMC Radiology Department requires the Siemens brand head/neck coil because no other coils are compatible with their existing 3T MRI Scanner. The market research revealed only the manufacturer and one Service-Disabled Veteran-Owned Small Business (SDVOSB) vendor had previously supplied the product, with only one vendor responding to the sources sought notice. The document is signed by Keri Hester, Contracting Officer for Commodities 2, NCO 4, with an effective date of 11/15/2024 and an acquisition plan action ID of 36C244-25-AP-2793.
