About this file
This document is a Brand Name Justification using Simplified Acquisition Procedures for the Department of Commerce's National Oceanic and Atmospheric Administration (NOAA). The procurement is for a replacement Intermediate Frequency Distribution System (IFDS) Power Supply and Automated Data System (ADS) Modular System from ETL Systems Inc., specifically for the Wallops Command and Data Acquisition Station. The total system is part of a $14.2M antenna downlink system used for receiving and processing Geostationary Operational Environmental Satellite (GOES) signals. The procurement includes 6-16 power supply modules, a modular system chassis, IF splitter cards, and 36-month warranties, with a firm-fixed price contract and an expected 98-day delivery timeline after award. Market research confirmed ETL Systems is the only manufacturer capable of meeting NOAA's precise technical requirements, with the procurement to be competed as a small business set-aside under NAICS code 334220.

2. Description of supplies or services required to meet agency needs (including the estimated value).
This procurement is for the purchase of a replacement ETL Systems Inc (ETL) Intermediate Frequency Distribution System (IFDS) Power Supply and Automated Data System (ADS) Modular System. The ETL IFDS Power Supply and ADS Modular System is an integral part of the $14.2M antenna downlink system. The ETL IFDS Power Supply and ADS Modular System receives low level incoming satellite signals and conditions the signal to a usable level so the downlink receiving system can manipulate the signal. The ETL IFDS Power Supply and ADS Modular System enable the Geostationary Operational Environmental Satellite (GOES) antenna system to provide continuous uninterruptable data to our global customers. The ETL IFDS Power Supply and ADS Modular System are at the end of their life and require replacement. The planned contract type is firm-fixed price and the expected delivery date will be 98 days after award. The total estimated value is . Product specifications are identified below:

4. Supporting rationale.
Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.
ETL’s IFDS Power Supply and ADS Modular System was designed, manufactured, and installed in the antenna ground system at the WCDAS. The antenna ground system currently uses an antenna control system which was designed and installed in 2000 and which utilized ETL’s IFDS Power Supply and ADS Modular System in all of its designs. The ETL IFDS Power Supply and ADS Modular System used with this system must meet stringent radio frequency (RF) parameters for the antenna control system to successfully pass acceptance testing. To prevent disruption in service, loss of data, and ensure quality assurance of the RF path and reception of satellite data, NOAA requires the original manufacture replacement of the ETL IFDS Power Supply and ADS Modular System.
