I. Contracting Activity.
18th Contracting Squadron, PKB, Kadena AFB, Okinawa, Japan.
II. Nature and/or description of the action being processed.
This requirement will be awarded as a new firm fixed price contract for the brand name procurement of a aircraft recovery transporter for 18 EMS provided by AGE Logistics Corporation.
III. Description of supplies/services required to meet agency needs.

This product that can vastly reduce the amount of tools needed which will reduce recovery time. The longer a crash incident is being worked on, taxiway/runway usage can be halted.
Size of the trailer/bags: A typical aircraft airbag is very large around 10 feet is width to 25 feet in height. To fully inflate can take roughly 30-45 mins for one bag alone. The aircraft transporter air bag is significantly smaller which means it will inflate faster and high enough to install the removable caster wheels and tow via tow vehicle. Once strapped down, the trailer will act as a substitute aircraft landing gear able to move the downed aircraft to the proper maintenance site.
IV. Statutory authority permitting other than full and open competition.
DAFFARS 5313.501 - 10 U.S.C. 3572 Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901) permits for other than full and open competition and brand name requirements.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The market research conducted has demonstrated that there are no other manufacturers that can provide the specific equipment that meet the requirements. The AGE logistics corporation aircraft recovery transport is the only product capable of expediting aircraft crash recovery with minimal equipment needed . Other source besides AGE Logistics

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
To ensure competition to the maximum extent practicable, market research was conducted to identify capable sources of supply. A intent to sole source was posted to SAM.gov with three (3) vendors stating they would purchase the Aircraft Transporter from AGE Logistics to resell to the government. The manufacturer of the AMS aircraft recovery transporter was contacted to identify authorized 3rd party vendors of the requested product. The identified vendor was searched in the GPE to determine if they had active SAM registrations, of which it was active and are eligible for competition and award.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer anticipates they will be able to determine the price the Government pays as fair and reasonable based off adequate price competition. However, should only one quote be submitted, the Contracting Officer believe the independent government estimate and/or comparison to historical prices paid will provide adequate basis for a price fair & reasonableness determination using the procedures found in FAR 13.106-3.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
The government contacted AGE Logistics Corporation to ask if there were authorized distributors of the Aircraft , AGE Logistics Corporation stated that they have authorized resellers of the Aircraft Recovery Transporter. Market research with DLA and found no products that met mission requirement standards. The Maintenance Training Flight at Hill AFB who is the only known base to have this specific equipment, was contacted to see where they procured this item from and concluded the currently there are no other online manufacturers that can provide the specific equipment that meet the requirements. Other products do not meet mission requirements because they do not have a inflatable bag connected to the trailer. The inflatable bag is used to lift the object and to ensure no further damage will be created. It's either we purchase regular aircraft lift bags and a separate trailer which would cost more in total or purchase this all-in-one easy to transport equipment. All efforts to find other capable vendors was exhausted. Purchasing the bags alone would cost $2.5 Million dollars as they only sell them individually in a size that exceeds the requirement for proper execution.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
there are no other support for the use of Other Than Full and Open Competition aside from those that are listed in the sections VIII.
X. List of any sources that expressed, in writing, an interest in the acquisition.
Three contractors 3rd Party Seller FedHarmony (Small Business), 3rd party seller World Wide Enterprise Inc. (Small Business), 3rd Party Seller BHPE LLC (SDVOSB). The market will be constantly surveyed to ensure the maximum amount of competition practicable.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
It is anticipated that this requirement will remain brand name due to the Fighter Aircraft Transporter's patented technology. It will continue to be in the best interest for the government to procure items that can be utilized to expedite processes, reduce cost, and uphold appropriate acquisition strategies to the current mission requirements in place at Kadena AFB.
