About this file

This document is a Brand Name Justification memorandum from the Federal Bureau of Prisons at Federal Correctional Complex (FCC) Butner, dated September 22, 2026, prepared by Lead Contract Specialist Broguen McKeown. The justification documents the acquisition of a Dexis OP 3D x-ray machine as the sole brand capable of meeting the government's requirements under FAR Overhaul 12.102(a) for acquisitions at or below the simplified acquisition threshold (SAT).

The Dexis OP 3D x-ray machine is specified because it provides panoramic radiography, three-dimensional CBCT imaging, and bitewing capability within a single integrated system, eliminating the need for additional software or supplemental imaging packages that would increase costs. The primary justification centers on compatibility with existing equipment at FCC Butner, which currently utilizes the Dexis integrated imaging platform. Procuring a different brand would necessitate purchasing conversion software to ensure compatibility and potentially result in higher maintenance costs from multiple suppliers. Despite the brand-specific justification, the memorandum notes that the x-ray equipment can be supplied by multiple vendors and that a solicitation will be posted to sam.gov, the government-wide point of entry.

MEMORANDUM FOR FILE

FROM: Broguen McKeown, Lead Contract Specialist

SUBJECT: Brand Name Justification

This memo will serve as the brand name justification for the Federal Correctional Center (FCC) Butner under FAR Overhaul 12.102(a): For acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision.

FCC Butner is soliciting the purchase of the Dexis OP 3D x-ray machine as the only brand that will satisfy the government’s needs. This brand of x-ray provides regular panoramic radiography, 3d CBCT imaging, and bitewing capability in a single all-in-one system. This eliminates the need to purchase additional software or supplemental imaging packages potentially costing more money for the government. Additionally, all existing units at FCC Butner utilize the Dexis integrated imaging platform. Having a different brand would require purchasing conversion software to ensure compatibility. This would increase costs for compatibility and possibly maintenance costs from different suppliers.

The x-ray can be supplied by multiple vendors and a solicitation will be posted to the government wide point of entry(GPE) sam.gov.
