About this file

This is a Justification and Approval (J&A) document for use of other than full and open competition for a federal procurement. The Servicing Command (SERMC) and Naval Supply Fleet Logistics Center Jacksonville (NAVSUP FLCJ) seek to procure one Markforged FX20 3D printer with installation and training services. The estimated dollar value is $0.00 (actual cost not disclosed in the document). The procurement request/solicitation/purchase order number is 1301367455, with a required delivery date of 06/12/2026.

The justification for single-source procurement is based on brand name requirements under FAR 13.106-1(b)(1)(ii). The Navy has standardized on Markforged 3D printers across its shipboard manufacturing ecosystem, including submarines, Arleigh Burke-class destroyers, amphibious transport docks (LPDs), and amphibious assault ships (LHDs). SERMC's Technology and Innovation Lab uses Markforged vendor-approved materials in accordance with NAVSEA letter 9070 Series 05Z/520s to ensure all printed parts meet rigorous naval standards for safety, survivability, and performance. The unified approach of maintaining identical hardware profiles and approved polymeric materials across both shore facilities and deployed vessels ensures consistent part quality, seamless digital file sharing between commands, and significantly reduces duplicative procurement and testing efforts. The document does not identify unusual and compelling urgency as a justification factor. Technical, Requirements, and Contracting Officer certifications, along with Competition Advocate Review and Head of Contracting Activity approval, are required for execution.
