About this file

This is a Single Source Justification document for a brand name acquisition by the Department of Veterans Affairs, VISN 21, Southern Nevada Healthcare System.

The acquisition seeks to procure 12 NuTrace R+ Scanners at $3,900 each and shipping/handling for a total estimated contract value of $47,045.00. These scanners are required to supplement existing inventory and support the expansion of Operating Rooms and increased workstations within Sterile Processing Services. The justification establishes that NuTrace branded scanners are necessary to ensure compatibility and continuity with existing equipment already in use at the facility. Procurement of alternative branded scanners would require purchasing additional incompatible equipment and incur significant additional training costs for personnel.

Market research was conducted through two sources sought notices posted on SAM.gov. The first sources sought was published April 14, 2026, with a response date of April 21, 2026, requesting information on equal products, GSA/Federal Supply Schedules, authorized distributor status, place of manufacture, and small business status. Two Service Disabled Veteran Owned Small Businesses responded but provided no information on equal products. A second sources sought was posted April 23, 2026, with a response date of May 7, 2026. Searches of the SBA Dynamic Small Business Search, Supply Chain Master Catalogue, System for Award Management, GSA Advantage, and Federal Procurement Data System yielded no equal domestic products or available contract vehicles. The only alternative response identified was a Keyence Corporation SR-X Series reader manufactured in Japan, which is incompatible with existing equipment and not on the approved VA technical reference model list. The Contracting Officer, Victoria M. Torres, certified approval of the single source purchase in accordance with FAR 13.106-1(b).

Brand Name Justification

Acquisition Plan Action ID: 36C261-26-AP-2329

1. Contracting Activity: Department of Veterans Affairs, VISN 21, Southern Nevada

Healthcare System, 6900 North Pecos Road, North Las Vegas, NV 89086-4400.

2237: 593-26-2-8077-0009

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is a brand name requirement to supplement existing inventory of Nutrace scanners and equipment currently utilized within Southern Nevada Healthcare System facilities.

Contract Line Item Description QTY Unit Price Line Item Price

0001 NUTRACE R+ SCANNER 12 EA $3,900.00 $46,800.00

0002 Shipping and Handling 1 EA $245.00 $245.00

Total Estimated Contract Value: $47,045.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Currently the VA Southern Nevada Healthcare System utilizes the NuTrace R+ 2D scanners for scanning surgical instrumentation when assembling surgical trays. The required scanners will supplement and expand existing inventory in order to keep up with the expansion of the Operating Rooms and increase of workstations within Sterile processing Services. The NuTrace branded scanner is required to ensure compatibility and continuity with existing equipment in place. Alternatively branded scanners that are able to provide the same capability and compatibility have not been identified. If an alternative brand of scanner is procured, it would require a new inventory of scanners and equipment to also be procured to ensure continuity which would create significant additional costs to the government. Further, it would require additional training costs for personnel to learn how to operate an alternatively branded scanner and system.

4. Description of market research conducted and results or statement why it was not conducted: A sources sought was published on SAM.gov on April 14th, 2026, with an April 21st, 2026 response date. The sources sought requested contractors identify if they can provide an equal product, have any available GSA/Federal Supply Schedules or other contract vehicles, if they are authorized distributors, the https://www.acquisition.gov/?q=/browse/far/13

Two Service Disabled Veteran Owned Small Businesses replied to the sources sought but no responses provided information regarding equal products that could potentially meet the existing requirement. Further, a search utilizing the SBA Dynamic Small Business Search, the Supply Chain Master Catalogue (SCMC), the System for Award Management (SAM), GSA Advantage, and Federal Procurement Data System(FPDS) did not yield equal products or available contract vehicles.

To further explore if there are available domestic products that are equal or compatible to the existing scanners, a second sources sought was posted on April 23, 2026 with a response date of May 07, 2026. No domestically manufactured sources were identified The only response received was for a SR-X Series reader that is not on the approved VA technical reference model list, would not be compatible with existing equipment and software, as well as it being manufactured in Japan by Keyence Corporation of America.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR

13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
