About this file

This document is a Justification for Other than Full and Open Competition (JOFOC) for the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). The procurement seeks to purchase Nikon Z5 Mirrorless Cameras and associated accessories for the Fire Investigation and Arson Enforcement Division, with a total estimated cost of $152,291.24. The required equipment includes cameras with 24-200mm lenses, memory cards, batteries, chargers, speedlights, filters, flash cords, cleaning kits, and protective cases.

The justification emphasizes the need for standardized camera equipment for Certified Fire Investigators (CFIs), noting that these specific cameras have been used in the program for over 15 years. By providing identical cameras, the ATF can ensure consistent training, ease of equipment sharing, and maintain program continuity. The required delivery date is 60 days from the order, and the procurement will be conducted under the Simplified Acquisition Threshold using a firm-fixed-price purchase order.

2. Nature and Description of Action Being Approved. Describe the action being approved include the name and address of the proposed contractor(s).

This Justification for Other than Full and Open Competition (JOFOC) authorizes and approves the issuance of a brand name justification, firm-fixed-price purchase order for NIKON Z5 Mirrorless Cameras with accessories and cases.

3. Description of Supplies and Services. Describe the supplies/services to be acquired.

Provide the estimated total value (including options, if any).

ATF requires the purchase of the following cameras and accessories:

Purchase NIKON Z5 Mirrorless Cameras with 24-200mm Lens, 64 Gb SanDisk Extreme PRO UHS-I U3 SDXC Memory Card, Nikon Z5 compatible batteries w/charger, Nikon SB-700 AF Speedlight, 67mm EVO Antistatic Protective Filter, Nikon Z5 compatible Off-Camera TTL Flash Cord with multi-interface shoe, Camera Cleaning Kits (i.e., Zacro 14-in 1 Mirrorless & DSLR Sensor Cleaning Kit for Nikon), Pelican 1500 Case w/foam.

Required Deliver Date: 60 days.

Total Estimated Cost $152,291.24.

4. Identify statutory authority permitting limiting sources FAR 13.106-1(b)(ii).

The Brand Name is essential to the Government’s requirement.

The Fire Investigation and Arson Enforcement Division provides Nikon N5 Mirrorless Cameras for all Certified Fire Investigators (CFI). All new individuals are provided with these cameras at their entry into the CFI Candidate program. They are then trained in the use of these cameras for the investigation of fire scenes. By consistently providing all CFIs with identical cameras, training can be provided during their orientation to the program and can continue in the field by existing CFIs who have experience in using the same camera. Providing all CFIs with the same camera also allows for ease of use when someone’s camera fails on a fire scene, and they need to use another CFI’s equipment.

5. A statement demonstrating the unique qualifications of the proposed contractor or the nature of the action requiring use of the authority.

Fire investigation training requires the ability to capture accurate digital images in vastly different settings and light environments. These specific brands of cameras have been provided to the CFIs for over 15 years and have proven that they meet the specifications needed by the CFIs to support the mission. Additional equipment has also been provided to CFIs that is not interchangeable with other brands. If we were unable to purchase these specific camera brands and models at this time, we would lose continuity and integrity within the program.

6. Certifications.
