About this file
This document is a Single Source Justification under the Simplified Acquisition Threshold (SAT) for the Department of State, U.S. Embassy Baghdad, GSO Procurement. The acquisition involves purchasing specific Eaton UPS and Battery Packs for the Baghdad Embassy Compound (BEC), Mission Iraq: 4 units of 9PX3000GRT 3000VA Tower/Rack Mountable UPS and 10 external battery packs (9PXEBM72RT). The justification for single-source procurement is based on brand-name requirements and existing infrastructure compatibility, with the document noting that the embassy's networking equipment is only compatible with Eaton products and that alternative vendors' batteries have experienced high failure rates, causing network downtime.
The procurement aims to standardize equipment to enable part interchangeability and minimize operational disruptions. The requirement will be publicized on the Federal Business Opportunities Website (www.fedbid.com) to ensure competitive pricing for the brand-name acquisition. The document includes certification sections with spaces for signatures from the DT Chief of Diplomatic Technology and the Contracting Officer from GSO Procurement, indicating internal approval processes for this single-source procurement.
