| _7_ PROVIDE A STATEMENT OF ACT_dWWFyKo3zgQ-e71MSrA2mA: While there are other brands on the market that appear to be technically sufficient, the determination to procure the noted brands is based off of the contracting officer's personal knowledge and decades worth of trial and error from 109th Airman that have performed and continue to perform real world missions. The 109th simply does not have the resources necessary to spend funds on clothing systems that do not provide for both superior quality and functionality. There are likely to be future requirements for similar equipment due to attrition and/or personnel fluctuations so the Government intends to continue monitoring and evaluating the adequacy of the cold weather gear in use throughout its area of responsibility and will incorporate those findings into any justification for brand name item procurement that may occur in the future. | |
| _5_ PROVIDE A STATEMENT OF ACT_xMsHeIbKfGYdZx*NQZBzkg: The 109th AW has procured many brands of cold weather gear in the past including MASSIF, Carhartt, Dakota Outerwear, Advantage Wear and many others. Consistent feedback from the Airman who operate at these austere locations around the world is that other brands aren't adequate for working in extreme polar environments when coupled with the necessity for no-bulk/flexible gear required in the performance of aircraft maintenance. Due to the extremely harsh conditions of the aforementioned environments and the subsequent jeopardy to life, limb and safety, it would be a grave risk to send our Airmen with gear purchased on the basis of a technical specification which may not prove adequate in standing up to the rigorous demands of deployed 109th Airman. The Government has determined that the most practical means of mitigating that risk is to dictate the brands of clothing that have been proven acceptable for their intended use. Market Research has determined that there are numerous vendors who provide the requested items and adequate competition can still be achieved. A solicitation will be posted to the GPE as a 100% small business set-aside at https://www.Sam.gov. | |
| _4_ UNIQUE CHARACTERISTICS THA_fxPS18NzthbsRqqrY5h47Q: The 109th AW performs missions in the most extreme cold weather environments (with temperatures reaching -59°F and winds exceeding 100 knots) to include Northern Canada, Alaska, Greenland and Antarctica. While many brands have been previously tested and utilized during these unique polar operations, the specified combination of brands have proven superior in terms of material quality, hypothermia/frostbite prevention, moisture wicking properties, suitability/durability for performing aircraft maintenance and acceptability of wear (meeting military uniform standards). | |
| _3_ BRIEF DESCRIPTION OF SUPPL_UM33PhqLHArLIQSUjN*Zfw: The 109th AW/Stratton ANG has a requirement for Extreme Cold Weather (ECW) clothing and equipment, suitable for performing military operations in the harshest cold, ice, snow and wind conditions. The list of required gear is attached. | |
