About this file

This document is a Brand Name Non-Competitive Procurement Justification Memo for the Naval Surface Warfare Center, Carderock Division. The procurement involves purchasing four Nano25 F/T Transducers from Novanta (ATI) for use in a hydrodynamic test program, specifically as in-hub dynamometers to measure propeller loads. The transducers are small form factor, 6-axis force and torque sensors with IP68 waterproof rating for submersion up to 4 meters, and include specialized bulkhead front mount connectors.

The solicitation (N0016725Q1122) is a small business set-aside, using Simplified Acquisition Procedures with a Lowest Price Technically Acceptable (LPTA) evaluation method. The procurement is for commercial items with a firm fixed price, targeting NAICS code 334519 with a business size standard of 600. Key dates include a question submission deadline of 8/12/25 and quote package due date of 8/18/25 at 5 PM EDT. Interested parties can submit a capabilities statement by the quote deadline, though the government retains discretion on conducting a competitive acquisition.

MEMORANDUM FOR FILE

SUBJECT: SAP Non-Competitive Procurement Justification Memo

I. BACKGROUND

1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.

2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.

3. This memorandum is derived from Enclosure 3, Department of Navy Simplified Acquisition Procedures Guide (April 2018) and is only applicable to acquisitions under the SAT.

II. DESCRIPTION OF ITEM OR SERVICE (include manufacture/sole source name and address) The Naval Surface Warfare Center, Carderock Division intends to purchase a small form factor 6-axis force and torque transducer. It is IP68 rated for submersion in freshwater to 4 meters in depth with waterproof connectors. The test program needs 4 transducers for an upcoming test in the rotating arm basin to be used as in- hub dynamometers to measure the loads on the propeller.

III. BASIS FOR DETERMINATION FOR USE OF OTHER THAN FULL & OPEN COMPETITION

☒ A. BRAND NAME:

The 6-axis force and torque measurements are critical channels for the test program. These sensors are to measure hydrodynamic forces on critical components of a ship. The size of the force and torque transducer is driven by the

NSWCCD Sole Source/Brand Name Justification Under SAT Rev 4 Template Effective July 2024 size and scale of the model which cannot be altered without incurring immense costs to produce a larger scale model. Furthermore, there are limitations on the maximum size of models that can be tested in the hydrodynamic test facility. The required material is Nano 25 force and torque transducer which is supplied by suggested vendor ATI (a Novanta company).

☒ 3. Other Reasons:

Numerous searches were conducted to identify manufacturers that produce transducers that can meet the test’s requirements. There are a handful of companies that make 6-axis force transducers, only three of the companies make submersible 6-axis force transducers, and only one of the companies produces a submersible 6-axis force transducer that meets the size requirements for the test. Additionally needed are the specific Bulkhead Connectors. These connectors allow us to connect the sensors to our data acquisition system. The model where these sensors will get installed to already have provisions to accept this specific connector. Any other connector will require a large redesign of our data acquisition with a significant labor and cost penalty associated to integrate a new connector system.
