Summary: Justification for Brand Name
This document is a Justification for Brand Name (Simplified Procedures - MPT to ≤ SAT) for Purchase Request N6659626PR00057 issued by NAVSUP Fleet Logistics Center, Norfolk, Regional Division, Groton Office. The Naval Submarine Medical Research Laboratory (NSMRL) is procuring Dell Technologies brand laptops and docking stations on a sole-source basis under FAR 12.102(a), with no substitutes available.
The procurement includes four (4) Dell Pro 7 Series 14 Laptops (Dell Pro 7 14, model P714260) and four (4) Dell Pro Thunderbolt 5 Dock WD25TB5 units, along with associated shipping and handling. The laptops are specified with Series 3 Intel Core Ultra 7 365 processors, 64 GB LPDDR5x RAM, 2 TB Gen-5 SSDs, Windows 11 Pro operating system, 14" WUXGA displays, fingerprint readers, and SmartCard readers compatible with FIPS 201 Personal Identity Verification standards. The required delivery date is As Soon As Possible, not later than 30 days after receipt of order (ARO). The justification cites three primary reasons for the single-source award: (1) NSMRL's computationally intensive research workflows require the specific processor, RAM, storage, and battery specifications offered exclusively by Dell; (2) compatibility requirements with existing Defense Health Agency-approved IT systems and the extensive Dell infrastructure already deployed at NSMRL; and (3) proprietary data owned by Dell Technologies. The document confirms that the requested supplies represent the government's minimum requirements and that full and open competition is precluded by this brand name justification.

In conclusion, the requested supplies or services represent the minimum requirements of the government.
Describe in detail why only this source can furnish the requirements to the exclusion of other sources.
NSMRL provides timely evidence-based solutions to the U.S. submarine by performing advanced research through extensive data collection, analysis, and processing. To accomplish mission objectives and fulfill requirements of ongoing research activities, NSMRL requires high-performance mobile computing systems capable of supporting increasingly demanding processing requirements and analytical workflows that regularly involve manipulation of extremely large datasets, advanced computational modeling, and task-concurrent processing. As research efforts develop and continue to expand in scope, scale, and complexity, research equipment and capabilities must evolve accordingly to meet operational demands. Previous and current laptops used for research purposes lack the memory, storage, storage speed, and battery life required for meeting increasing computationally-intensive workflows, resulting in increased processing times, network congestion, reduced system performance, and less sophisticated/more rudimentary modeling. To ensure that mission deliverables are continuously met, NSMRL requires updated systems with robust and reliable capabilities.
The Dell Pro 7 Series 14 Laptops (and their compatible docking stations) satisfy the requirements of developing research, serving as upgraded, scalable solutions for supporting both current mission requirements and future research growth. The requested products and specifications offer a 3-Series Intel Core Ultra 7 365 processor, 64 GB LPDDR5x Random- Access Memory (RAM), and 2 TB Gen-5 Solid State Drive. The 3-Series Intel Core Ultra 7 365 was selected as the fastest compatible processor currently available with a maximum power draw under 55 Watt. Dell Technologies is the only manufacturer offering this processor along with the necessary RAM, RAM speed, Solid-State Drive (SSD), and SSD speed. Furthermore, this model of laptop offers an expanded battery option and low-power display to further extend battery life in support of demanding tasks during field research where charging opportunities are infrequent. To date, there are no suitable substitute(s) without considerable downgrades to the processor speed/efficiency, memory, storage, or battery life. No other known laptops/specifications to date can satisfy this government need.
☒ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
The requested products are compatible with existing systems and present requirements governing information technologies (IT) at NSMRL. Dell Technologies, the OEM, produces a wide variety of IT-related products already approved by the Defense Health Agency (DHA) for Navy use. The requested products are also Trade Agreement Act (TAA)-compliant. The requested laptops listed have tamper-Resistant Unified Extensible Firmware Interface (UEFI) with Secure Boot functionality, and hardware root-of-trust\Hardware Security Test Interface (HSTI). All have Trusted Platform Module (TPM) 2.0 and compatibility with Federal Information Processing Standard (FIPS) 201 approved Personal Identity Verification (PIV) (SmartCard) readers. They are energy star compliant and TCO certified. These features reduce the administrative burden associated with new device configuration, maintenance, and troubleshooting for routine use at NSMRL. Additionally, NSMRL already utilizes a large variety of Dell Technologies parts and products, providing for seamless integration/interfacing with the currently requested products, whereas products from other vendors may introduce additional configuration, support, and integration requirements.
☒ A patent, copyright or proprietary data limits competition.
The proprietary data is owned and maintained by Dell Technologies.
