About this file

This is a Determination and Findings (D&F) document for a single-source acquisition by the Department of the Air Force, 27th Special Operations Contracting Squadron - Commodities and Services Flight (Purchase Request Number: FIL1TA6181A001).

The acquisition authorizes solicitation from Cisco for 180 units of GLC-SX-MM-RGD Cisco 1000 Mbps Multi-Mode Rugged Small Form-factor Pluggable (SFP) transceivers under simplified procedures outlined in Revolutionary FAR Overhaul (RFO) Part 12. The justification for single-source acquisition, citing RFO 12.102(a), is based on the finding that only Cisco is reasonably available to satisfy Government needs. The existing infrastructure system is a Cisco brand system, and expansion equipment must be Cisco to integrate with the existing Cannon NIPR and SIPR network. Use of any other brand would be non-interoperable and require complete system replacement at prohibitive cost and schedule delay.

Market research was conducted from August 20-26, 2026, including GSA Advantage research and a Sources Sought Notice posted on SAM.gov on August 21, 2026. While the research indicated that Cisco 1000 Mbps Rugged SFPs are commercially available, they cannot be purchased separately through GSA. The Sources Sought Notice generated 11 small business responses, with three Women-Owned Small Businesses (WOSBs) expressing capability to provide the items individually. The Contracting Officer, Reagan Jeffery James, approved the determination on August 28, 2026. No expiration date applies to this individual contract action D&F.

Text18: 2. Nature and Description of the Action Being Approved:
Text19: This Determination and Findings (D&F) authorize the solicitation from a single source, Cisco, for the acquisition of 180 GLC-SX-MM-RGD= Cisco 1000 Mbps Multi-Mode Rugged SFP. This action will be conducted using the procedures set forth in the Revolutionary FAR Overhaul (RFO) Part 12, Simplified Procedures.
Text20: 3. Citation of Applicable Statutory and/or Regulatory Authority:
Text21: The authority for this action is RFO 12.102(a), which permits soliciting from a single source or brand name if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.
Text23: 4. Findings:
Text25: RFO 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The acquisition requires a particular brand-name item. A brand name item, even when available from multiple vendors, is an item particular to one manufacturer. The existing infrastructure system is a Cisco brand system and it is essential that the expansion equipment be Cisco to integrate to the existing Cannon NIPR and SIPR network. Use of any other brand would not be interoperable and would require a complete system replacement at a prohibitive cost and schedule delay.

Text1: Market research conducted on GSA Advantage indicated that Cisco 1000 Mbps Rugged SFPs are commercially available, but only as part of an end product or larger configuration, and cannot be purchased separately through GSA.

To find standalone sources, a Sources Sought Notice was posted to SAM.gov on August 21, 2026. This resulted in 11 small business responses, three (3) of which were verified Women-Owned Small Businesses (WOSBs) expressing the capability to provide the items individually.

Text2: 5. Determination:
Text3: Based on the findings detailed above, I hereby determine that the circumstances of this contract action make only one brand reasonably available to satisfy the Government's needs. Therefore, a brand-name acquisition under the authority of RFO 12.102(a) is justified and in the best interest of the Government.
Text4: 6. Expiration Date:
Text5: This is a D&F for an individual contract action; therefore, an expiration date is not applicable.
