DLA Troop Support Subsistence

1. Defense Logistics Agency (“DLA”) Troop Support, Subsistence Supply Chain, is the contracting activity.

2. The action being approved is the ability to solicit for DLA requirements for brand name only items.

3. This acquisition will be issued as a Request for Quotations (RFQ) for certain supplies required to meet DLA’s needs. These required items are as follows: 1) Stero, Flight Type Dish Machine, Model No. STPCW-ER3T (1 each), 2) Stero, Assembly, Model No. ASSEMBLY (1 each), 3) Tray Accumulator, Custom Model No. P244576 (1 each), 4) Assembly, Model No. ASSEMBLY (1 each). Further, the awardee will be required to meet installation requirements that include the installation of the new item(s) as well as removal and disposal of any replaced items.

4. The statutory authority permitting other than full and open competition for the portion of this acquisition that is a brand name requirement is 41 U.S.C. 1901 as implemented by FAR 13.501(a). Only one responsible source and no other supplies or services will satisfy agency requirements.

5 The Camp Pendleton mess halls currently use the above-mentioned equipment. The current equipment is twelve eight-year demonstrates it can handle the rigorous output required to maintain functionality to support the dining facility. Other similar equipment was noted to break down or fail in a fecycle of eight years. In 2010, Camp Pendleton put in two Jackson dishwashers. After the 1st year warranty was up, they started making constant repairs on the two dishwashers. By the 3rd year, their repair techs had spent almost as much as the machines cost on repairs and maintenance. Camp Pendleton procured a Stero dishwasher in 2013, and the machine is still working well in the mess hall.

They purchased a second Stero dishwasher in 2014, which is also still working well. In a heavy mess hall, a dishwasher should last 6-8 years. The Jackson brand dishwasher did not last 4 years, whereas the Stero dishwashers have been working for 12 and 13 years. Camp Pendleton also requires custom tray conveyors. Years ago, when the mess hall was renovated, Camp Pendleton had their design team put in custom tray conveyors. After they conducted market research, Camp Pendleton found that no other tray conveyor company can make the custom conveyors that are required for replacement. The food service ogram for their employee workforce that includes providing safety classes and operator training in the and repairs on such equipment and has their maintenance teams trained on repairing this type of equipment. Purchasing the above brand name also lowers costs for replacement parts (i.e. knobs, mother boards, etc.) and makes components interchangeable throughout the entire operation; thereby saving nses (FPSE) and replacement dollars, while dramatically reducing the repair time. This year alone Camp Pendleton used two old belts instead of buying new belts for the above Stero machines and thus saving the Government $130,000.00. Camp Pendleton also used 40 racks for the the Government $80,000 this year. By buying brand name Camp Pendleton has saved $210,000.00 this year alone.

6. These are publicly available commercial items. This acquisition is being issued as brand name only solicitation, redacted as necessary, in accordance with FAR 13.501(a)(1)(iv).
