About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI) for a contract valued under $10 million.
The Air Combat Command (ACC), through the 20th Contracting Squadron at Shaw Air Force Base, South Carolina, seeks to award a firm-fixed-price lease contract on a limited source (brand name) basis to Robin Radar for a Counter-small Unmanned Aircraft System (C-sUAS) capability supporting the 20th Fighter Wing Force Protection Program. The requirement encompasses a full-service lease of two Robin Radar IRIS systems, including processing stations, software, and all associated sustainment, maintenance, and technical support. The justification for sole-source procurement is based on 10 U.S.C. 3204(a)(1), establishing that only one responsible source exists and no other supplies or services will satisfy agency requirements. Market research conducted from June to July 2026, including a Sources Sought notice posted to SAM.gov from June 23 to July 1, 2026, and outreach to seven small businesses, determined that only the Robin Radar IRIS system meets the government's minimum requirements without unacceptable operational compromises. The critical capabilities required include a single sensor providing 360-degree coverage, a man-portable weight limit of 75 pounds, standalone processing units, web-accessible user interface, and native Non-Cooperative Target Recognition (NCTR) capability. The contracting officer is responsible for ensuring the anticipated cost/price is fair and reasonable per RFO Subpart 15.4. The government will continue monitoring the C-sUAS market for emerging technologies with the objective of removing the brand-name restriction if competitive alternatives become available.
