About this file
This document is a Single Source Justification (Simplified Acquisition) for a federal contract opportunity to procure a Hunter Engineering brand vehicle alignment system, including a mobile alignment machine, scissor-type lift, accessories, and installation services.
The key details are: The contract is for the 316th Contracting Squadron, with an estimated cost of under the simplified acquisition threshold. The requirement is for a complete Hunter Engineering brand alignment system, including installation and training, with a 3-year warranty and software updates. The justification cites the current use of Hunter equipment at the site, the need for seamless integration and training, and cost savings as the rationale for a brand-name only procurement. Market research identified several small businesses capable of providing the Hunter equipment. The Contracting Officer has determined that only a single source is reasonably available for this requirement.

Purchase Request / Local ID Number: Fl D349
Estimated Contract Cost (including Options):
D Yes
Section B: Description of the Supplies/Services Required
Hunter Engineering brand alignment system, including one mobile alignment machine meeting or exceeding WA683, one scissor-type lift RXl 4KLPS, one wide-angle extender target kit 20-2511-1, one RX light kit 20-3438-1, two

JB Andrews, Maryland. Must include three-year warranty, software updates to ensure the alignment machine vehicle database remains current for at least two years following installation, and certified training to technicians on how to fully and safely operate all equipment and software.
Section C: Justification for Soliciting from a Single Source or Brand Name
Currently all software-based equipment in the 316 LRS vehicle maintenance bay is Hunter Engineering brand. Using the currently installed equipment brand ensures a seamless continuation of supporting mission requirements and service call sustainability matched with thousands of dollars saved for other possible equipment upgrades. This acquisition allows for possible future interfacing software to collectivity service all on-hand equipment by applying maintenance diagnostic requirements or test via network connection. Military and Civilian maintainers have completed the flight's Job Safety Training Outline (JSTO) that requires personnel to be properly trained/certified on this equipment prior to use, per Per AFI 91-202 para
14.1 and are eligible for extensive on-line learning content for all installed Hunter Brand equipment models. Introducing a different brand of equipment would require an additional level of training or personnel certification that would cause an unnecessary duplication expended efforts of training cost & time for technicians, their supervisors, and safety personnel. As such, it would be in the Governments best interest to award this requirement Brand Name Only to Small Business contractors that are able to provide the Hunter system IAW the Statement of Work.
Section D: Efforts to Obtain Competition
Although this acquisition is limited to one brand, market research found several small businesses that currently sell this equipment & are registered in SAM.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
This purchase maximizes savings and efficiencies based on the Air Force's current equipment at the local level; competition will be maintained at the Dealer/ Distributor level. We will continue to monitor the market for potential contractors who may meet the minimum requirements for similar future needs.
