1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
Park seeks to purchase a Toro Grands Master Mower #7210 w/Polar Trac attachment to replace aging Ground Master mower. The mower will be used to maintain approximately 100 acres of historic landscapes. Approx. Cost is $$$$$.
2. Brand Name Justification rationale: The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency's needs.
Explain below:
Currently FOMC & HAMP have 6 Toro mowers in its fleet. The Grounds Master 7210 is a direct replacement of our Toro 7200. The park stocks an inventory of $5,000.00+ worth of servicing parts and specialty tools for Toro mowers. 85% of the items used on the Toro 7200 will fit the Toro 7210 Grounds Master mower in our spec. It is our intention to try and keep our current Toro parts and consumable inventory for the new mower. By default, our mechanics are very verse in the maintenance and repair of Toro products, saving us countless man hours of down time. With procuring the Toro 7210 we would not have to send our mechanic to a different manufacture’s training for preventative maintenance and required servicing.

Market research is not required for acquisitions under $250,000
If this is a determination for brand name justification, the Contracting Officer certifies:
a. The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency's needs.
b. The anticipated price will be determined fair and reasonable using standard price analysis techniques described in FAR Subpart 15.
