About this file

This document is a Determination to Solicit from a Brand Name for the U.S. Department of the Interior, Bureau of Reclamation. The solicitation seeks to procure 40 programmable power supplies, specifically the XP Power model HPT5K0TS048, for use in rotor turning test sets for large hydropower generators. The power supplies have extensive technical specifications, including 480V 3-phase input, 48 VDC output, 100A current capability, and specialized communication and control features.

The document justifies the sole-source procurement by detailing extensive research and development that determined this specific XP Power model as the only power supply meeting the precise technical and form factor requirements. The Bureau of Reclamation plans to build at least 5 more Rotor Turning Test Suite (RTTS) sets over the next three years, with each set requiring 8 of these power supplies. Replacing the power supply would necessitate a complete system redesign, potentially costing over half a million dollars in additional research and development. The solicitation is structured under the Simplified Acquisition Threshold (SAT) and includes provisions for price analysis to ensure fair and reasonable pricing.

DETERMINATION TO SOLICIT FROM A BRAND NAME

Pursuant to Federal Acquisition Regulation (FAR) 13.106-l(b)(l)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Pursuant to FAR 13 .106-1 (b )(1 )(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.

1. Agency and Contracting Activity.

U.S. Department of the Interior, Bureau of Reclamation, Denver Office Acquisitions

2. Name and Address of Brand Name.

XP Power, 455 E Trimble Rd, Ste 22, San Jose, CA 95131

3. Description of Supplies/Services and Estimated Cost.

Procure 40 programmable power supplies, model number HPT5K0TS048 for delivery no later than the delivery date listed on award. Extensive market research (see below) has determined that only the XP Power HPT5K0TS048 power supply will meet the required specifications. Required specifications are as follows:

• 480 V, 3-phase input power

• 48 VDC output power

• >= 100 A output current capability

• Constant current capability when fed through a low-resistance shorted connection

• Constant voltage capability when fed through a high-resistance connection

• Programmable output via PMBus protocol

• Comprehensive operating parameters and fault conditions must be able to be read through PMBus communication

• Backup output programming via analog means ( external wires and variable voltage signals)

• Ability to parallel at least 4 units together for a total of 48 VDC and >= 400 A output

• Minimum load of 0 A

• Onboard, automatically controlled cooling fan

• Must be a non-rack mount chassis no larger than 5x5 inches and no longer than 13 inches

• Input and output terminals must be on the same side of the chassis

• Must have an 8.37 inch by 4.0 inch 4-bolt mounting pattern on one face that can accept M4 bolts for mounting into final product

• Mounting bolt pattern must be offset from input/ ouput side of the chassis body by 5 .14 inches

• Output must be flat bus stabs roughly flush with the chassis body and have two M5 threaded holes per polarity spaced 0.55 inches along the stab

• Output stabs must be spaced 1.05 inches between each other

• Control signal connector must be PIN JST S30B-PHDSS (LF) (SN) or equivalent to mate with PIN JST PHDR-30VS or equivalent using contact SPHD-002T-P0.5

• Selection of PMbus or analog control mut be by provided internally with a pull-up resistor on pin 24 of the above control signal connector

• PMBus addressing must be via pins 5, 6, and 7 of the above control signal connector

• PMBus signals SCL and SDA must be via pins 16 and 14 respectively of the control signal connector

• Control signal ground must be provided via pin 12 of the control signal connector

• Parallel sync control must be provided via pin 18 of the control signal connector

• Current sharing control must be provided via pin 23 of the control signal connector

• Analog voltage control must be provided via pin 19 of the control signal connector

• Analog current control must be provided via pin 22 of the control signal connector

• Analog control must have a linear response over a 0-5 V input for full voltage or current output

• Must weigh<= 13 lbs

• Must carry a>= 3-year manufacturer warranty serviced directly or through the vendor

4. Description of Circumstances. including why only one brand name is reasonably available.

IA W FAR 13 .106-1 (b )(1 )(ii), the specific characteristics of the XP Power HPT5K0TS048 make it exclusively capable of meeting Reclamation's compatibility requirements, thereby limiting availability to this brand name .. This item is the only power supply module that meets the precise technical specifications outlined in the salient characteristics listed above.

Its specific form factor and capabilities ensure it serves as a direct, bolt-in fit for the rotor turning test set power supply modules without the need for redesign or reconfiguration. A substitution to a different manufacturer would incur risk in the technical compatibility, system health monitoring, maintenance, and support of the R TTS system.

5. Determination of Fair and Reasonable Price.

The Contracting Officer will perform necessary price analysis techniques such as a comparison of the proposed price with prices found fair and reasonable on previous purchases (FAR 13 .106-3 (a)(2)(ii)), market analysis for similar items in the industry (FAR 13.106- 3(a)(2)(i)), and other determinations listed in FAR 13.106-3(2) if the information is available to determine if the quoted price is fair and reasonable.

6. Description of Market Research.

The requested XP Power product is the only brand that can interact with the current infrastructure. The Bureau of Reclamations subject matter experts will continue to monitor the market for a possible replacement that is compatible with the current system for future requirements. Over the past 5 years, research and development has been underway to develop an electrical means of automating rotor turning in large hydropower generators for slow-roll testing procedures. One basic requirement of slow-roll turning procedures is portable, programmable DC power supplies.

Years of research and trial and error have determined that the specified product is the best available for the purpose. Several other brands of power supplies and various form factors within these other brands were field tested for functionality, and the specified model was determined to be the best performing device in all cases. Field trials were performed by subject matter experts using competing products in laboratory and field environments.

Results of this testing found that most other power supplies cannot provided the needed constant current in electrically shorted conditions. When this simple criterion could be met, it was in a form factor that was not conducive to the modular nature required by the final product. The XP Power HPT5K0TS048 is the only device that both meets the technical power requirements and comes in the required form factor. For this reason, the final product, known as the Rotor Turning Test Suite (RTTS), was designed and built around this power supply. Any other power supply simply won't bolt into the RTTS system.

Moreover, because the R TTS increases efficiency in hydropower diagnostic procedures, Reclamation is adopting this technology at scale, and at least 5 more R TTS test sets are to be built over the next three years (~2 per year, with each test set requiring 8 XP Power supplies). To build these RTTS test sets, this purchase request will need to be carried out.

Using any other power supply would require a complete redesign of the RTTS system, which could cost Reclamation half a million dollars or more in further research and development.
