About this file
This is a FAR Part 13 Justification and Approval document for a sole source acquisition of a Trimble SX12 scanning total station by the U.S. Army Corps of Engineers (USACE), Portland District. The estimated contract value is $50,000.00, with acquisition authority cited under FAR 13.106-1(b)(1)(i) for brand-name procurement when only one source is reasonably available.
The Trimble SX12 scanning total station is required to conduct high-resolution land surveys, including topographic mapping, scanning for design, high-precision control network projects, and hydrographic survey support on USACE projects. The justification cites equipment compatibility and personnel expertise as the primary rationale for the brand-name sole source acquisition. Personnel possess extensive training and experience with Trimble equipment and software suites; acquiring equipment from another manufacturer would necessitate purchasing new software, extensive retraining, and lengthy IT approval processes that would render equipment unusable for months. Market research included a GSA search, NAICS code searches, and a sources sought notice posted to SAM.gov on October 27, 2025, for 10 days, which generated two responses from small businesses. Three interested vendors were identified: BHPE LLC, ATZ Solution LLC, and Frontier Precision Inc. The Contracting Officer (Brandon Lasich) and Technical representative (Andrew Allison) approved the justification, with Legal Counsel (Elisabeth Dixon) finding it adequate to support other than full and open competition. Price reasonableness will be verified through comparison with an Independent Government Estimate in accordance with FAR 13.106-3(a)(2).

FAR Part 13 Justification and Approval Simplified Procedures for Certain Commercial Items
1. Requiring Activity: U.S Army Corp of Engineers, Portland District, 8010 NW St Helens Rd, Portland Oregon 97210
2. Contracting Activity: U.S. Army Corp of Engineer, Portland District, 333 SW 1st
Ave, Portland, OR 97204
3. Description of Action: Approval is being requested for a brand name contract for Trimble SX12 scanning total station, to conduct high resolution land surveys including topographic mapping and scanning for design, high precision control network projects and hydrographic survey support on USACE projects.
4. Authority Cited: FAR 13.106-1(b)(1) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).Title 41 U.S.C. §1901(e)(2) as implemented in FAR 13.501(a)(1)(ii), sole source (including brand name) under the authority of the simplified procedures for certain commercial items.
5. Reason for Authority Cited:
Justification: The scanning total station must be compatible with currently owned and utilized licensed equipment and software. Personnel have many years of extensive training and experience utilizing Trimble equipment and software suites.
Acquiring such equipment from another source would require the purchasing and extensive training of new software and hardware. The incompatibility of new equipment with existing Trimble products would be unfeasible. IT approval of new software is a very lengthy evolution making new equipment unusable for months after acquisition.
Impact: The equipment is needed to collect high resolution land survey data on USACE projects. Without this equipment we would not be able to collect the necessary data to meet the requirements of the projects. This new equipment will also improve efficiency of data collection in the field and reduce the number of man hours at each project.
Alternatives: The scanning total station is proprietary to Trimble software and hardware. Purchasing equipment made by another manufacturer would be unfeasible.
