About this file
This document is a Brand Name Justification and Approval for a new firm-fixed price contract to renew CCure 9000 software support maintenance, software, and firmware upgrades for the Defense Microelectronics Activity (DMEA) for a period of 1 year.
The contract requires the contractor to upgrade the current CCure 9000 software from version 2.50 to 3.0, migrate the CCure 9000 server from a physical to a virtual machine, and upgrade 25 clients to the new version. The anticipated contract value is redacted. The justification cites that the CCure 9000 system is proprietary and the only viable option, as using another system would result in increased costs to install new hardware. Market research identified two small business distributors capable of fulfilling the requirement, and the request for quote will be posted on SAM.gov as a small business set-aside. The Contracting Officer has determined the anticipated cost will be fair and reasonable.

DMEA #24-32
6/8/2018
Defense Microelectronics Activity 4234 54th Street, McClellan, CA 95652
SOW# 24-4G5
Brand Name Justification and Approval
1. Agency and Contracting Activity:
Office of Secretary of Defense, Defense Microelectronics Activity (DMEA).
2. Nature/Description of Action:
New firm fixed price contract to renew CCure 9000 software support maintenance, software, and firmware upgrades for a period of 1-year for DMEA ACS.
3. Description of Supplies/Services:
The Contractor shall upgrade the current CCure 9000 from version 2.50 to 3.0, migrating the current software house CCURE 9000 server from a physical machine to a virtual machine, upgrading twenty-five (25) clients to the same version of CCURE installed on the server and upgrading the server in Building 600 to Version 3.0. The anticipated dollar value of this procurement is x.
4. Authority Cited:
FAR 16.505(a)(4)(ii). Requirements for use of items peculiar to one manufacture shall be justified and approved using the format(s) and requirements from FAR 16.505(b)(2)(ii) A-C, modified to show the brand-name justification.
5. Reason for Authority Cited:
The CCure is a proprietary system, and the CCure 9000 software is currently used for DMEA’s facility access control and monitoring system. Utilizing another software is not an option as it would result in increased costs to install all new access control and monitoring system hardware throughout the DMEA campus. Thus, maintaining the current CCure 9000 system and software is the only viable way of fulfilling this requirement.
6. Efforts to Obtain Competition:
The CCure system and software are proprietary; however, market research identified two small business distributors who could fulfill this requirement. The request for quote will be posted on SAM.gov as a small business set-aside.
7. Fair and Reasonable Cost Determination: I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. This determination is based upon the Independent Government Estimate (IGE) and previous purchases.
