About this file
This is a Justification for Other Than Full and Open Competition document for a commercial products purchase under FAR 12.102(a). The U.S. Coast Guard (USCG) Station Cape Charles requires two Sulzer submersible sewage pumps, two single-phase start kits, and four profile gaskets for their sewage lift station. The justification restricts competition to Sulzer brand equipment based on the determination that this specific brand is essential to meet the Government's requirements, as the existing electrical and plumbing systems at the station are specifically designed for Sulzer-style pumps. The estimated total value falls above the micro-purchase threshold but within the Simplified Acquisition Threshold (SAT). The contracting officer has selected this justification type based on market research indicating that alternative manufacturers' pumps would not operate properly with the installed infrastructure and would require complete redesign of the plumbing and electrical systems at significant unnecessary cost.
Fair and reasonable pricing will be determined through competition among capable and responsible small businesses, despite the brand name restriction. The contracting officer will establish pricing using standard methods including comparison to current price lists and previous purchases. The related solicitation (30278RFQ260000067) requires all quoters to provide only the specified Sulzer pump and ancillary parts. The purchase request number is 30278PR260000067, and the document was last updated on March 3, 2026.

BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:
USCG Station Cape Charles requires the purchase of two Sulzer submersible sewage pumps, two single phase start kits, and four profile gaskets for their sewage life station.
SUGGESTED SOURCE NAME, ADDRESS, & UNIQUE ENTITY IDENTIFIER (UEI):
TBD
RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:
This particular brand of sewage pump, being Sulzer, is required for the sewage lift at Station Cape Charles as this is the only brand of sewage pump that will operate successfully with the plumbing and electrically system already installed at the Station. Having this brand of pump is paramount to ensure that the lift station can properly and safely pump down waste from the station to the city sewage lines without causing any backups, overflows, or requiring the Station personnel to have to manually pump down the lift station. If a different manufacturer’s pump were to be installed, it would not operate properly as the electrical system installed is specifically designed for the Sulzer style pump along with all the underground pipe fitting the connect to the actual pumps. It would require the Coast Guard to completely redesign the entire plumbing and electrical system, incurring a significant amount of additional and unnecessary costs. As such, it is in Government’s best interest to limit competition to only the Sulzer submersible sewage pump.
