SOLE SOURCE DETERMINATION
1. Description of the Supplies to Acquire
The Defense Threat Reduction Agency (DTRA) On-Site Inspection and Building Capacity Directorate (OB) has a requirement for a brand name hydrogen generator. Purchase of a Parker Hannifin 60H hydrogen generator, the model recommended and supported by the U.S. Army Combat Capabilities Development Command, Chemical and Biological Center - DEVCOM, allows DTRA to support operation of the which is used during Chemical Weapons Convention (CWC) entry inspections. These inspections are required by the CWC treaty inspection protocol. This hydrogen generator is essential in supporting the equipment that provides protection to human health and the environment. These operations are conducted by the DTRA OB Interagency, Liaison and Treaty Support Department (OB-IS), Technical Equipment Inspection Branch (OB-ISX), in Chantilly, Virginia.

The authority for this sole source action is 41 U.S.C 1901 and FAR 13.501.
4. Basis for this Action
This model is recommended by the U.S. Army Combat Capabilities Development Command, Chemical and Biological Center - DEVCOM, which authorizes, licenses, oversees and operates the MiniCAMS, of which a source of hydrogen is an integral part. When compared to other hydrogen generators that perform the same functions, the Parker Hannifin 60H hydrogen generator provided the most user-friendly characteristics.

Chemical and Biological Center technicians are trained at the manufacturer’s facility on repair and maintenance.
Use of DEVCOM trained technicians is required for the success of the maintenance and repair for DTRA/OB-ISX owned hydrogen generators listed in this procurement action. DTRA OB has an existing agreement in place to ensure DTRA receives expert support from DEVCOM during arms control inspections implemented under the CWC.
Their certification and training, first-hand, detailed knowledge of the system requirements, vast inventory of spare parts, performance history, calibration and maintenance requirements, and system change requests are essential to minimizing system downtime/meantime between failure rates.

DTRA OB will continue monitoring the marketplace for possible replacement systems or technical expertise in maintenance and repair in order to attempt to compete this technical support requirement in the future and provide the best value to the Government.
