About this file
This document is a Single Source Justification (Simplified Acquisition) for a UHF Radio Installation project for the 4th Fighter Wing Command Post at Seymour Johnson Air Force Base. The contract, valued at $281,822.96, requires removing the existing UHF system and installing a General Dynamics CM-350 multi-channel radio system. The justification highlights the CM-350's advantages, including enhanced communication coverage, improved command and control support, increased operational efficiency, and alignment with legacy capabilities.
The procurement process involved contacting mandatory sources and conducting a sources sought notice on SAM.gov, which attracted four small businesses. Two of these businesses provided certification as authorized resellers of General Dynamics transmitters. The 4th Contracting Squadron determined that only a single source is reasonably available, with the contracting officer (TSgt Nelson Sosa) signing the document on 12 July 2025. The pre-solicitation notice indicates the formal Request for Quote (RFQ) will be released on or about 17 July 2025, set aside exclusively for small businesses registered in the System for Award Management (SAM).

Enhanced Coverage & Flexibility: The multi-channel capability of the General Dynamic's CM-350 provides maximum coverage and flexibility for simultaneous use within the Emergency Actions (EA) Cell and Wing Operation Center (WOC).
Improved Command & Control (C2) Support: By enabling simultaneous monitoring and communication across multiple channels, the CM-350 significantly enhances the 4 FW / CP's ability to provide effective and timely C2 support.
Increased Operational Efficiency: Eliminating the need to manually cycle through multiple single-channel receivers streamlines communication processes, reducing operator workload and improving response times.
