SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

2. Description of supplies or services required to meet agency needs (including the estimated value.
NOAA AOC requires 44 Aviation headsets and 44 refresh kits of the exact brand and model listed here: LIGHTSPEED ZULU 3 ANR HEADSET WITH BLUETOOTH-LEMO PLUGS (4065).
It is essential that this model and connection type be ordered to be compatible in the intended government aircraft. These headsets are intended to be used as pilot headsets on official NOAA Aircraft Operations Center’s flights and will only be used for official use.
NOAA AOC expects the delivery date to be completed by July 1st, 2023. The contract type planned is a brand name justification for an exact model to be awarded to the best value vendor that meets all stipulations described above. The awarded vendor shall be able to provide the exact headset and refresh kit required.
3. Identification of the single source or the brand name to be solicited.
The brand and model name to be purchased is the LIGHTSPEED ZULU 3 ANR HEADSET WITH BLUETOOTH-LEMO PLUGS: (No: 4065 - Zulu 3:P -Straight Cord, Single LEMO Plug, Panel Power) and LIGHTSPEED ZULU 3 ANR HEADSET REFRESH KIT.
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
■ Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.
The Lightspeed Zulu 3 ANR Headset offers several features essential to the requirements of NOAA AOC. The Lemo Plugs offer compatibility with a fleet of four aircrafts and the existing connectors in the aircraft. Purchasing headsets with the same connector type is essential for standardization across these aircraft allowing headsets to be transferred from one plane to another if needed.
The kevlar core cables offer greater reliability with daily use versus reliability found with other brand names. Other brand names tested have found to have shorter useable life including Bose Brand headsets. The Lightspeed Zulu 3 headset also offers active noise reduction, Dual aperture disc microphone, user adjustable mic gain, Front Row center stereo cross feed technology, performance ear seals with larger ear cup cavity. The Bose A20 headsets do not offer kevlar core cables or Magnesium ear cups greatly reducing durability given our demanding operations. The David Clark H10X-13XP does not offer the same comfort ear muffs, or ear cup volume to remain comfortable after longer mission flights. Additionally the David clark variety does not offer the same level of ANR compared to the Lightspeed ( Nominal impedance @ 1 kHz:
